The Maryland Department of Veterans and Military Families (DVMF) was created by the State Legislature in 1999 as an executive agency with the mission of assisting veterans, active duty service members, their families and dependents, in securing benefits earned through military service.\r\n\r\n\r\nUnder the Department of Veterans and Military Families are five major programs:�\r\n\r\n\r\nService and Benefits Program�\r\nCharlotte Hall Veterans Home�\r\nCemetery and Memorial Program�\r\nCommunications, Outreach, & Advocacy Programs�\r\nMaryland Veterans Trust Fund\r\n\r\n\r\nThis is a Management Service position, and serves at the pleasure of the Appointing Authority.\r\nThis position is telework eligible.\r\n\r\n

POSITION DUTIES

The Maryland Department of Veterans and Military Families, Office of Fair Practices, is recruiting for a Director of Fair Practices. This position reports directly to the head of the agency and is responsible for overseeing DVMF’s Equal Employment Opportunity Program and ensuring compliance with applicable state and federal civil rights laws, policies, and procedures.\r\n\r\n\r\nThe Director of Fair Practices will also serve as the agency's EEO Officer and ADA Coordinator.�\r\n\r\n\r\n• Oversees the DVMF Equal Employment Opportunity (EEO) program to ensure compliance with State Personnel and Pensions 2-302, 5-201- 212, Code of Maryland Regulations Section 17.04.08.03, Equal Employment Opportunity Program, Executive Order 01.01.2007.16, Code of Fair Employment Practices as well as other applicable civil rights laws and policies.�\r\n\r\n\r\n• Ensures regular updates are provided to the head of the agency and DVMF leadership as needed regarding the agency’s EEO program.�\r\n\r\n\r\n• Conducts thorough and timely EEO investigations and drafts investigative reports for review and approval by the head of the agency.�\r\n\r\n\r\n• Prepares comprehensive and timely responses to the U.S. Equal Employment Opportunity Commission (EEOC) and Maryland Commission on Civil Rights (MCCR).�\r\n\r\n\r\n• Monitors all personnel actions adopted by DVMF to ensure compliance with applicable federal and state civil rights laws, policies and procedures.�\r\n\r\n\r\n• Designs, develops, and facilitates trainings for DVMF staff specific to ADA, EEO, Sexual Harassment Prevention, Non-Retaliation and more.�\r\n\r\n\r\n• Designs, develops and manages databases for tracking all DVMF EEO activity.�\r\n\r\n\r\n• Prepares DVMF’s annual EEO data for submission to the Maryland Department of Budget and Management, Office of the Statewide EEO Coordinator.�\r\n\r\n\r\n• Perform other duties as assigned by the head of the agency.\r\n\r\n

MINIMUM QUALIFICATIONS

Education:� A Bachelors degree from an accredited college or university.\r\n\r\n\r\nExperience:� Four years of experience in administrative or professional work focused primarily on implementing best practices in the fields of Equal Employment Opportunity (EEO), Fair Practices, Employee Relations and/or the Americans with Disabilities Act (ADA)\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Two or more years of experience working for, or with, a public-sector labor union.\r\n\r\n\r\nTwo or more years of experience in an employee relations role.�\r\n\r\n\r\nTwo or more years of experience providing workplace training, either in-person or virtual interactive training.�\r\n\r\n\r\nTwo or more years of experience investigating workplace discrimination complaints.�\r\n\r\n\r\nTwo or more years of experience administering Title VII of the Civil Rights Act of 1964 and associated equal opportunity/access programs.�\r\n\r\n\r\nExperience administering the Americans with Disabilities Act of 1990 (ADA), including changes made by the ADA Amendments Act of 2008.\r\n\r\n\r\n\r\n
