Main Purpose of Job

The main purpose of this position is to direct and assist in the direction and the daily\r\noperations of the Prevailing Wage Unit consistent with the standards and procedures\r\nadopted by the Commissioner of the Division of Labor and Industry. Encompasses the\r\nfull performance of first-line managerial levels of investigative staff related to the\r\nadministration of departmental policy, oversees and coordinates agency operations, and\r\nfunctions as a special assistant to an Administrator III. Engaged in overseeing and\r\ncoordinating agency operations; responsible for planning, organizing, implementing,\r\nadministering, and supervising the interpretation and application of agency policies,\r\ndirectives, and procedures designed to accomplish the mission of the agency. Oversees\r\nand coordinates agency operations; supervises staff composed of investigators and clerical\r\nworkers.\r\n

POSITION DUTIES

Plans and organizes workload of investigative and administrative staff to ensure program performance is achieved and overall mission of the Division is satisfied.� �Administers, reviews, and makes recommendations relative to investigations, inspections, and actions consistent with direction and administration priorities; may also include professional, technical, administrative, or clerical workers. Communicates with employers, employees, and other interested persons orally and in writing to collect unpaid obligations, issue enforcement documents, address inquiries, and provide conciliation services. Responsible for scheduling and following up on investigator’s field site work.\r\n\r\n\r\nInterprets and applies or oversees the application of agency policies, rules, and regulations to accomplish the work of the Prevailing Wage Unit (PWU), including other labor laws. Implements new regulations and policies as directed by upper management. Sets goals and deadlines and oversees the workflow of the PWU. Coordinates workflow with administrators of other units in areas of work spanning multiple units. Provides consultation services to employers, employees, and other persons interested in improving labor law compliance in the state. Performs this function through written and oral communication, group presentations, and collaboration with employers to establish labor law compliance programs. Coordinates leave and staff coverage of the PWU.\r\n\r\n\r\n\r\nAdjudicates labor law violations after considering investigation results. Provides testimony during hearings regarding decisions. Enforces decisions by issuing demands, citations, penalties, subpoenas, and other notices. Promotes the agency's work through frequent contact with interested groups and individuals. May work on sensitive and confidential projects requiring discretion and judgment in releasing information; May act as team leader for special projects.\r\n\r\n\r\nMonitors and tracks individual employees' attendance and performance, and ensures that the personnel evaluation and performance process is completed in accordance with law and regulations.�\r\n\r\n\r\n\r\nPerforms other duties as assigned.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Four years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience. \r\n

SELECTIVE QUALIFICATIONS

Include clear and specific information on your application regarding your qualifications.\r\n\r\n\r\nExperience planning, organizing, and overseeing the workload of investigative and administrative staff to ensure program goals, deadlines, and performance standards are met.\r\n\r\n\r\nExperience interpreting and applying labor laws, regulatory enforcement procedures, and investigative processes, including reviewing case findings, evaluating evidence, and making recommendations on enforcement actions in accordance with agency policies.\r\n\r\n\r\nDemonstrated experience leading or supporting regulatory enforcement or investigative operations, including the ability to coordinate complex workflows, interpret and apply laws or policies, and ensure accurate documentation and timely resolution of cases in a structured, compliance-driven environment.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud.
