Main Purpose of Job
The Lead Accreditation and Oversight Division, Lead\r\nOversight Section within the Land and Materials Administration, is currently\r\nhiring for four entry-level Environmental Compliance Specialist I. The selected\r\ncandidates will perform field inspections of residential rental properties and\r\nlead-abatement construction projects across Maryland to ensure compliance with\r\nstate and federal environmental regulations. Responsibilities include\r\ninspecting hazardous waste, airborne particulates, water pollution, ionizing\r\nradiation, and toxic substances. Additionally, incumbents will provide\r\ntechnical assistance and professional consultation regarding lead hazards to\r\nvarious agencies and the public.\r\nWorking Conditions: These\r\npositions involve working in various weather conditions and urban settings,\r\noften at construction sites. The role includes exposure to hazardous\r\nconditions, low levels of radiation from testing equipment, and potential\r\ncontact with hazardous materials. Physical requirements include lifting 50\r\npounds or more, climbing ladders, and wearing protective equipment such as\r\ngoggles, gloves, and masks.\r\nField Work & Travel: These are field positions\r\nrequiring statewide travel across all Maryland jurisdictions. The incumbents\r\nwill be required to drive a State vehicle and must meet the following\r\nrequirements:\r\nDriver’s License: A\r\nvalid license with no more than five points.\r\nOut-of-State Licenses:\r\nCandidates with out-of-state licenses must provide a certified driving record\r\nfrom the appropriate Motor Vehicle Administration at the time of appointment.\r\nBackground Check:\r\nEmployment is contingent upon a background investigation that includes\r\nverifying employment, education, and criminal records.\r\n
MINIMUM QUALIFICATIONS
\r\nApplicants\r\nmust satisfy the minimum qualifications to be considered for this position and\r\nmove forward in the hiring process. �Please read all requirements before\r\napplying.\r\nExperience: Four years of experience performing inspection\r\nor investigation work related to State, federal or local regulation, code or\r\nstandard compliance.\r\nNotes:\r\n1. Candidates may substitute sixty credit hours from an\r\naccredited college or university which includes thirty credit hours in any\r\ncombination of disciplines such as earth science, environmental science,\r\ngeology, civil or environmental engineering, biology, chemistry, agronomy,\r\nforestry or other related discipline and two years of\r\nexperience performing inspection or investigation work related to State,\r\nfederal or local regulation, code or standard compliance for the\r\nrequired experience.\r\n2. Candidates may substitute the possession of a Bachelor's\r\ndegree from an accredited college or university in earth science, environmental\r\nscience, geology, civil or environmental engineering, biology, chemistry,\r\nagronomy, forestry or other related discipline for the required experience.\r\n3. Candidates may substitute U.S. Armed Forces\r\nmilitary service experience as a commissioned officer in Environmental\r\nEngineering and Natural Resources classifications or Environmental Engineering\r\nand Natural Resources specialty codes in the Engineering and Natural Resources\r\nfield of work on a year-for-year basis for the required experience.\r\n\r\n\r\n�\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\nPlease\r\nnote that your answers to the supplemental questionnaire must correspond to the\r\ninformation provided on your application to receive credit.\r\n\r\n\r\n\r\n Environmental Health Knowledge: Knowledge of Maryland Lead\r\n Paint Laws, residential building/architectural components, or public health\r\n principles related to environmental exposure.\r\n Regulatory Communication: Experience reviewing,\r\n interpreting, and advising the public or stakeholders regarding federal, state,\r\n or local laws, policies, and regulations. \r\n Data Analysis & Reporting: Experience evaluating and\r\n tracking environmental or health-related data, including proficiency in using\r\n MS Excel, MS Access, or statistical software to manage data and generate\r\n technical reports.\r\n\r\n\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area. \r\n
