Main Purpose of Job

\r\n\r\n\r\n\r\nThe Environmental Compliance Specialist I is an entry-level\r\ntechnical position within the Lead Poisoning Prevention Program within the Land\r\nManagement Administration. The primary purpose of this role is to provide\r\ntechnical expertise for the program within the state's Central Region.�This role emphasizes the prevention, control, evaluation, and oversight of projects related to the remediation of environmental lead hazards.�The\r\nindividuals in these positions will serve as the sole regional representative\r\nconducting inspections for environmental regulatory compliance. Key\r\nresponsibilities include:\r\n\r\n\r\n\r\n Inspecting regulated facilities, primarily residential\r\n rental properties and lead abatement construction projects throughout the\r\n region to ensure compliance with Maryland State laws, federal regulations, and\r\n local orders.\r\n Monitoring compliance across various environmental sectors,\r\n including Child Care Administration, hazardous waste, airborne particulates,\r\n water pollution control, and ionizing radiation.\r\n Making referrals under the Toxic Substances Control Act and\r\n Safe Water Drinking Act when appropriate.\r\n Providing technical, evaluative, and professional\r\n assistance regarding lead hazards to state, local, and private agencies, as\r\n well as the public.\r\n\r\nThe working conditions and physical requirements for\r\nthe�positions�are listed below:\r\n�\r\n\r\n\r\n\r\n ​Site visits involve exposure to uncomfortable or unpleasant\r\n surroundings, specifically at construction sites throughout the state or\r\n assigned areas. These inspections occur in all weather conditions,\r\n predominantly in urban settings within properties in various stages of repair.\r\n The position involves potential exposure to hazardous conditions that may\r\n result in injury​.�Potential exposure to low levels of radiation from\r\n instruments used to test lead paint.​�Possible exposure during lead\r\n abatement projects where materials may be disturbed.\r\n The work requires special physical capabilities, including​ lifting 50\r\n pounds or more​, climbing ladders to inspect construction projects, commercial\r\n buildings, and public buildings. Hard hats required when inspecting lead\r\n abatement during construction projects. Half-face air purifying respirators and\r\n foot booties may be required when inspecting lead abatement projects.\r\n\r\n\r\n\r\nThe incumbent in this position will be required to drive a State vehicle.\r\n\r\n\r\nDriver’s License: A valid driver’s license with no more than five points is required to operate a State vehicle.\r\n\r\n\r\nOut-of-State Licenses: If you hold an out-of-state license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.\r\nBackground Check: Employment is contingent upon a background investigation that includes verifying employment, education, and criminal records.\r\n\r\n\r\n\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

\r\nApplicants\r\nmust satisfy the minimum qualifications to be considered for this position and\r\nmove forward in the hiring process. �Please read all requirements before\r\napplying.\r\nExperience: Four years of experience performing inspection\r\nor investigation work related to State, federal or local regulation, code or\r\nstandard compliance.\r\nNotes:\r\n1. Candidates may substitute sixty credit hours from an\r\naccredited college or university which includes thirty credit hours in any\r\ncombination of disciplines such as earth science, environmental science,\r\ngeology, civil or environmental�engineering, biology, chemistry, agronomy,\r\nforestry or other�related discipline�and�two years of\r\nexperience performing�inspection or investigation work related to State,\r\nfederal or local regulation, code or standard compliance for the\r\nrequired�experience.\r\n2. Candidates may substitute the possession of a Bachelor's\r\ndegree from an accredited college or university in earth science, environmental\r\nscience, geology, civil or environmental engineering, biology, chemistry,\r\nagronomy, forestry or other related discipline for the required experience.\r\n3.�Candidates may substitute U.S. Armed Forces\r\nmilitary service experience as a commissioned officer in Environmental\r\nEngineering and Natural Resources classifications or Environmental Engineering\r\nand Natural Resources specialty codes in the Engineering and Natural Resources\r\nfield of work on a year-for-year basis for the required experience.\r\n�\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n\r\nPlease\r\nnote that your answers to the supplemental questionnaire must correspond to the\r\ninformation provided on your application to receive credit.\r\n\r\n\r\n\r\n Data and Technology Proficiency: Demonstrated proficiency\r\n with data and technology tools relevant to regulatory or scientific work, such\r\n as spreadsheet modeling, database queries, GIS, or data visualization\r\n platforms.\r\n Relevant Experience or Coursework: Experience or coursework\r\n involving regulatory analysis, environmental sampling, public health data, or\r\n housing-related research, including internships, research assistantships, or\r\n volunteer roles.\r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area. \r\n\r\n
