POSITION DUTIES

The Maryland Higher Education Commission (MHEC) has two main purposes: (1) Academic planning and policy analysis and (2) financial assistance. The Office of Student Financial Assistance (OSFA) is responsible for all State student financial aid programs. administering over $100 million in grants and scholarships in Maryland. Financial aid programs include need-based grants which arc awarded on the basis of the student's ability to pay; merit-based scholarships given to students with special talents: career-based scholarships for students entering certain workforce programs: awards to unique populations, such as military veterans: and legislative scholarships. The Administrative Officer II supports the mission of the Maryland Higher Education Commission by assisting in providing advanced administrative as well as program and operational oversight within the Office of Student Financial Assistance. This position serves under the Program Manager within a specified unit within the Office of Student Financial Assistance (OSFA). The position provides advanced administrative, operational, and analytical support and assists in managing a portfolio ranging from 3-8 state financial aid programs; including grants, scholarships, and legislatively mandated awards.�(1)\r\nThe selected\r\ncandidate will be responsible for the following activities:\r\n\r\n\r\n•\r\nAssist the Program Manager in coordinating multiple state financial aid programs, ensuring all activities are completed accurately and on schedule.�\r\n�•\r\nSupport unit\r\noperations by providing staff\r\nguidance, training, workflow coordination, and contributing to process\r\nimprovements.�\r\n�•\r\nDevelop and maintain\r\nprogram documentation.\r\nprocedures. and materials to support\r\nefficient and compliant program\r\nadministration.�\r\n�•\r\nCollect, analyze,\r\nand reconcile program data, and contribute to\r\nreports, summaries, and internal or external\r\ncommunications.�\r\n�•\r\nServe as a key point of contact for stakeholders. providing\r\ncustomer service. responding to inquiries, and participating\r\nin outreach and informational activities.\r\n\r\n

MINIMUM QUALIFICATIONS

Education:���Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Two years of administrative staff or professional work. \r\nNotes:\r\n1. Candidates may substitute 30�credit hours from an accredited college or university for�one�year of the required experience.\r\n2. Candidates may substitute the possession of a Bachelor's degree�from a college or university for the required experience.\r\n3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included�regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required�experience. \r\n

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will possess:\r\n\r\n\r\n\r\n\r\n Experience in program administration, higher education, or public administration.�\r\n Financial aid experience.�\r\n Excellent customer service skills.\r\n Experience coordinating complex processes with deadlines and working collaboratively as part of a team.\r\n\r\n\r\n\r\n\r\n
