\r\n\r\n\r\n\r\nThis is a Management Service position with full Maryland State Benefits�\r\n\r\n\r\n\r\nWork that Matters.��The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities.� This is an opportunity to join this nationally-recognized, award-winning organization and apply your skills to this high public purpose and challenging area.� Annually, DHCD finances approximately 4,000 multifamily rental housing units in 40 properties, amounting to $500 million in construction and permanent financing.� Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low-income housing tax credits, federal HOME funds and other federal funds.� Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.\r\n\r\n\r\nDHCD has an immediate opening for a full-time Deputy Director for Special Populations to lead the disability Housing Programs.\r\n\r\n\r\nDHCD offers a flexible work schedule, telework and job sharing options, training advancement and career path opportuniries, caual business dress on Fridays, and a competetive salary.� There is ample parking and our offices are located in walking distance to the New Carrollton MARC Train Station.\r\n\r\n\r\n\r\n\r\n\r\n\r\n�\r\n�\r\n\r\n\r\n\r\n

20\r\n\r\n\r\nThis position offers a salary range of $87,253 - $106,366/year, with potential for advancement up to $137,603/year based on qualifications, equity, and hiring guidelines.� Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $106,366/year.�\r\n

LOCATION OF POSITION

7800 Harkins Road\r\nLanham, MD 20706\r\n\r\n\r\nThe Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop.�\r\n

POSITION DUTIES

The position is located within the Multifamily Housing Unit of the Community Development Administration. The individual in this position is responsible for various specialized rental assistance programs, including the Section 811 PRA, MFP Bridge Subsidy Program, Statewide Voucher Program, Weinberg Deeply Affordable Initiative, and New Futures Bridge Subsidy Program. The position manages programs under the director's direction, including program utilization and oversight, conducting research, preparing reports, and conducting meetings and briefings on a wide range of topics related to affordable rental housing and rental assistance programs. Successful applicants must be experienced in policy and programs related to affordable rental housing, with special interest and experience in housing for persons with disabilities, and rental housing preservation and energy efficiency. This position involves working with state, local, and federal government officials; philanthropic organizations; owners, management companies, and developers of affordable rental housing; energy professionals; persons with disabilities; and housing, disability, and energy efficiency advocacy groups.\r\n

MINIMUM QUALIFICATIONS

\r\nEducation: A Bachelor's degree from an\r\naccredited college or university.\r\n\r\n\r\n\r\nExperience: At least Four years of professional\r\nexperience in rental and assisted housing or development with a demonstrated\r\nrecord of successfully analyzing risks and negotiating complex real estate\r\ntransactions in either the public or private sector. 2 years of general supervisory\r\nexperience.\r\n\r\n\r\nNotes:\r\n\r\n\r\n1. Additional experience may be\r\nsubstituted on a year for year basis for the required education.\r\n\r\n\r\n2. Additional graduate-level\r\neducation at an accredited college or university may be substituted at the rate\r\nof 30 semester credit hours on a year-to-year basis for the required general\r\nexperience for each year of experience.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n Experience\r\n administering Federal Low-Income Housing Tax\r\n Credit program, or similar affordable housing development programs.�\r\n Experience with commercial,\r\n state or federal programs and tools related to rental assistance or housing\r\n finance.�\r\n Experience managing,\r\n evaluating, or auditing rental assistance programs, such as Section 811 or other disability/supportive housing rental subsidy\r\n programs.\r\n Experience with local,\r\n state, and federal policies and issues affecting affordable rental housing.\r\n\r\n
