Main Purpose of Job

The main purpose of this position is to oversee and provide direct supervision to Family Investment staff that serve Temporary Cash Assistance (TCA) and Supplemental Nutrition Assistance Program (SNAP) applicants and participants by assisting them with the identification and resolution of barriers to becoming employed and self-sufficient, providing them with skills to increase their employability, assisting them in obtaining employment, and supporting families that are employed to retain their employment. This position also ensures that the Agency accomplished the initiatives of the Workforce Innovation and Opportunities Act by maintaining and facilitating partnerships throughout the Frederick County Workforce system. The Work Program Supervisor also functions as a technical subject matter expert and is responsible for providing expert knowledge and formulating recommendations of implementation of policies and procedures for the local Family Investment Administration's TCA and SNAP E&T Work Programs. The position researches processes and procedures concerning the TCA Work Program and SNAP Employment and Training program and the program findings as requested by upper-level staff, assists in drafting Standard Operating Procedures and other related documents, makes recommendations to improve system efficiency and operations, and provides training to staff on TCA and SNAP E&T procedures.\r\n\r\n\r\nDHS Shelter Assignments\r\nDHS employees may be called upon to be emergency essential personnel. The Governor has delegated DHS as the primary agency responsible for Emergency Support Function #6. The Governor can dictate an emergency and require state employees to respond. If employees do not report for duty, disciplinary action may occur.\r\n

POSITION DUTIES

\r\n\r\n Support, supervises, monitors, and evaluates the work of a Family Investment Specialist IV Lead Worker and Family Investment Work Program case workers using State and County performance evaluation guidelines and procedures. Ensures compliance with departmental policies, directives, and objectives in day-to-day operations. Participates in training opportunities to improve skills and knowledge.�\r\n Initiates and maintains open and effective communication with subordinate staff, with other DSS supervisors, the Program Integrity Administrator, the FIA Assistant Director, and with external customers and partner agencies to convey and collect information, to gain cooperation, and to achieve consistency in operations and interpretations of policies and procedures, by being accessible, seeking staff recommendations and feedback, and presenting information/instructions clearly.�\r\n Motivates, influences, and guides unit staff towards goal accomplishment to ensure that their work results in the provision of high-quality services that are in compliance with federal, state, and local policies and procedures, by using the team approach, demonstrating good decision making and problem-solving skills, and fostering an atmosphere of continuous improvement.�\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

\r\n\r\nPreference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.\r\nExperience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations. \r\nNotes: \r\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience. \r\n2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience. \r\n3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience. \r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\n\r\n\r\n\r\n\r\n\r\n One year of supervisory experience. \r\n One year of experience using Google Suite applications,\r\n WORKS (Work Opportunity Record Keeping System), and E&E (Enrollment &\r\n Eligibility) Systems\r\n One year of experience in and working knowledge of the TANF\r\n (Temporary Assistance for Needy Families with Children) and/or SNAP E&T\r\n (Supplemental Nutrition Assistance Program Employment and Training). \r\n One year of experience preparing detailed reports, analyzing\r\n data and monitoring program compliance.\r\n\r\n\r\n\r\n
