In partnership with the U.S. Fish and Wildlife Service, MobilizeGreen seeks conservation-minded Facility Operations Specialist/Data Support Fellows who want a career opportunity in one or more of the trades with the federal government. Through its partnership with the US Fish & Wildlife Service (“FWS”), MobilizeGreen is implementing the FWS’ Maintenance and Infrastructure Fellowship Program (MIFP) for participants. Fellows will work on a variety of maintenance projects on a network of public lands and waters called the National Wildlife Refuge System.


As a Fellow, you will work in beautiful settings and learn operations, budgeting, file and data management, project management, and leadership development. Through mentorship and training, Fellows will gain the opportunity to launch their career. The selected candidate will work in the Infrastructure Management Division under the National Wildlife Refuge System. The position will require data entry, file management, site visits, and include job shadowing of regional and/or headquarters staff in Asset and Facility Management, Transportation, and Quarters.


Duty Station and Location: Region 3 Regional Office - Bloomington, MN


Term: 26 weeks (6 months), Full-Time (40 hours per week), on-site position. The fellowship is eligible for extension up to 3 years (36 months).

Position Duties:

  • Performs trainee level analyses associated with data collection, site location and/or conditions as well as facility/asset management.
  • Assignments will involve trainee level tasks in the following areas:
    • Develop and apply policies covering management of facilities, transportation, heavy equipment, and fleet assets.
    • Basic planning, cost estimating, and budgeting.
    • Data management in the following systems: Service Asset Maintenance Management System (SAMMS), Service Application for Material Inspections (SAMI), Financial Business Management System (FBMS), and Internet Quarters Management Information System (iQMIS).
    • Data analysis and reporting for annual maintenance, deferred maintenance, construction, and transportation budgets and five-year plans.
    • Assist with refuge Quarters management.
    • Assist with fleet and heavy equipment management.
    • Potentially assist with site visits to conduct asset comprehensive condition assessments.
    • Potentially attend site visits to understand the importance of good asset management and how it relates to conservation and visitation.


Specific Tasks and Learning Goals:
Fellows will learn how to manage the US Fish and Wildlife Service (Service)’s facility
portfolio by:


  • Identifying assets owned by the Service
  • Computing lifecycle costs to operate
  • Assessing condition of the assets
  • Planning and prioritizing budgets
  • Predicting and planning for life-cycle costs. They will learn how to apply operational policies, plans, objectives, and instructions and collaborate with others on the most effective methods for stewardship of facility, fleet, heavy equipment, and transportation assets.
  • In addition, they will interact with employees at all levels within the Service, from field stations to regions as well as headquarters staff and leadership.
  • Experience in this role and with the associated systems and data will provide increased competency in Infrastructure Management and allow fellows to better compete for future permanent positions within the Service.


Qualifications/Skills and Knowledge:


Required:

  • The ability to work independently as well as with focused groups on assigned tasks.
  • Basic working knowledge of the Microsoft Office suite of products (Word, Excel, PowerPoint, SharePoint, Forms).
  • Effective written and verbal communication skills, and the ability to communicate well with different audiences.
  • The ability to work within databases and manipulate data.
  • An interest in facilities and asset management, construction, and national wildlife refuges.
  • U.S. Citizen or Permanent Resident.
