Are you passionate about making a difference in people's lives? Do you enjoy working in a service-oriented industry? If so, this opportunity may be the right fit for you!

Modivcare is looking for an experienced Senior Director - Transportation Operations to join our team. In this role, you will lead the financial and operational performance of an assigned market portfolio, which may include a large, complex market or multiple markets and client relationships. You will oversee transportation operations, provider network performance, client relationships, compliance, and market financial results.

This is an opportunity to directly impact market profitability, service reliability, and client satisfaction by translating enterprise strategy into operational results. You will work across teams to improve performance, optimize transportation networks, strengthen client partnerships, and identify opportunities for growth.

We're looking for a strategic, hands-on leader with strong financial acumen, executive presence, and experience managing complex healthcare or transportation operations. The ideal candidate can balance financial performance, contractual commitments, provider capabilities, and member experience while leading teams through operational challenges.

  • Owns market P&L and financial performance, maintaining command of revenue, margin, operating expense, unit cost, utilization, membership, trip volume, AR, and other material drivers; identifies variances and leads corrective action to improve profitability.
  • Owns contractual and operational performance across transportation, provider network, member experience, reporting, and other service measures; uses data and root-cause analysis to identify risk and drive sustainable remediation.
  • Directs provider capacity, performance, mode mix, rates, network development, readiness, compliance, and service reliability to meet demand while optimizing cost.
  • Serves as the senior operational and business leader for assigned markets and actively represents Modivcare with state agencies, MCOs, regulators, client executives, providers, industry organizations, and other external stakeholders, both in-person and virtually.
  • Maintains comprehensive knowledge of assigned contracts, SOWs, pricing terms, performance guarantees, and regulatory requirements; ensures effective execution and resolution of contractual, compliance, audit, CAP/PIP/QIP, and other performance exposures.
  • Leads market and executive performance reviews, articulating performance, financial results, risks, root causes, remediation, and forward-looking recommendations.
  • Identifies pricing, rate adequacy, utilization, scope, and cost risks and partners across functions to improve market economics through repricing, network optimization, mode strategy, process improvement, and technology.
  • Supports RFPs, contract negotiations, amendments, renewals, expansions, and other growth opportunities by providing market-specific operational, financial, and client insight.
  • Leads market implementation and de-implementation activities, ensuring effective transition from the sales and contracting process, clear cross-functional handoffs, operational readiness, and continuity of client relationships and service delivery.
  • Leads through a matrixed operating model, mobilizing enterprise functions and establishing clear ownership, priorities, timelines, and escalation paths to deliver market outcomes.
  • Translates enterprise priorities into market execution and drives continuous improvement in service, cost, compliance, and client outcomes.
  • Determines appropriate organizational structure, staffing, and resource allocation to achieve market, client, financial, and operational objectives.
  • Leads and develops market leadership teams, establishing clear performance expectations and accountability for individual, team, and market outcomes.
  • Builds strong leadership capability and succession depth while fostering a culture of ownership, accountability, collaboration, and continuous improvement.
  • Leads organizational and change-management efforts necessary to improve performance, strengthen execution, and support evolving business needs.
  • Partners with Human Resources on recruiting, onboarding, employee relations, performance actions, development, compensation, retention, and other talent-management processes.

  • Bachelor's degree in Business, Healthcare Administration, Operations, Finance, or related field required; Master's degree preferred. Equivalent education and/or experience considered.
  • Ten (10) plus years of progressive experience in healthcare operations, transportation, NEMT, managed care, logistics, or a related complex service environment.
  • Seven (7) plus years of progressive leadership experience, including experience leading leaders and complex or distributed teams.
  • Demonstrated experience leading a large, complex or highly regulated market, client portfolio, business unit, or operational environment with financial accountability and executive client/stakeholder engagement.
  • Strong business and financial acumen, including P&L management, forecasting, unit economics, cost management, and translating operational performance into financial outcomes.
  • Deep understanding of NEMT, healthcare operations, Medicaid/managed care, provider networks, and complex regulatory and contractual environments.
  • Strong contractual acumen, including SOWs, pricing structures, SLAs, performance guarantees, audits, and regulatory requirements.
  • Strong analytical and strategic judgment, with the ability to identify root causes and emerging risks, balance competing business priorities, and translate insights into measurable action.
  • Executive-level communication, presentation, and relationship-management skills, with the presence and credibility to represent Modivcare with clients, regulators, state agencies, industry organizations, and senior leadership.
  • Demonstrated ability to build and maintain strategic relationships through in-person client engagement, industry conferences, community and stakeholder events, and other external forums.
  • Demonstrated ability to lead through complex, matrixed organizations, influence without direct authority, and drive cross-functional accountability and execution.
  • Demonstrated change and program management skills, with the ability to lead complex, cross-functional initiatives from strategy through implementation, establish clear milestones and accountability, manage dependencies and risks, and drive adoption through sustained results.
  • Strong strategic judgment and critical thinking skills with the ability to balance member experience, client commitments, operational performance, compliance, and financial sustainability.
  • Strong people leadership and talent-development capability, including leading leaders, building high-performing teams, and driving a culture of ownership and continuous improvement.
