About the Role

MWH Constructors, a global leader in heavy civil construction of water and wastewater facilities, is currently seeking a Quality Control Manager to support the Bull Run Project. The Quality Control Manager (CQC System Manager) is responsible for the overall management and implementation of the Contractor Quality Control (CQC) system and for ensuring that the Work conforms to the Contract Documents. This position is project field office-based and will provide direct quality leadership for the Bull Run Pipelines Project.

Essential Functions

• This position reports to the MWH Operation Manager or a higher-level manager within the organization and is authorized to act in CQC matters for the Contractor.
• This is a project field office-based position. The CQC System Manager or approved alternate shall be on the Project Site during construction.
• Manage the project CQC staff and ensure adequate QC coverage of work phases, work shifts, and work crews.
• Develop, implement, maintain, and update the project-specific CQC Plan, including the quality control requirements applicable to subcontractors, suppliers, fabricators, and offsite work.
• Manage, execute, and coach the USACE three-phase control system for each Definable Feature of Work (DFOW), including Preparatory, Initial, and Follow-Up phases.
• Establish and implement project quality monitoring and reporting processes, including tracking Key Performance Indicators (KPIs), recurring quality issues, rework, lessons learned, and corrective actions.
• Maintain a continuous field presence and identify, document, and proactively address project quality challenges before they affect production or acceptance.
• Manage inspection activities for workmanship, equipment, and materials to verify compliance with the Contract Documents, applicable codes, standards, specifications, and approved submittals.
• Ensure inspection and documentation requirements are satisfied upon material receipt and that materials and equipment are properly stored and protected onsite.
• Incorporate quality requirements, inspection requirements, testing requirements, and hold points into work plans and the construction sequence.
• Lead preparatory, initial, and follow-up meetings and ensure the required documentation is completed and submitted.
• Implement and support the use of ACC (Autodesk Construction Cloud) for project quality documentation, records, inspections, and controls.
• Troubleshoot and provide quality input with engineering and project management in resolving technical and constructability issues. Provide quality expertise and advice in the proactive resolution of compliance issues involving codes, standards, specifications, and regulations.
• Provide field coaching and guidance on CQC reporting, inspection documentation, testing, and quality requirements. Monitor trends and recurring quality issues and drive corrective action.
• Maintain effective working relationships with the Owner, Owner's Representative, subcontractors, design partners, testing agencies, and other project stakeholders to support quality partnering and timely issue resolution.
• Manage and mentor subcontractor quality control personnel as part of the extended project quality team and verify that subcontractor CQC activities meet project requirements.
• Manage Owner expectations and perceptions of project quality performance through timely communication, accurate reporting, and proactive issue resolution.
• Provide quality-related input to project management planning (PMP), project documentation setup, work planning, and initial quality partnering efforts.
• Provide quality-related input to project management and change-management activities, including evaluation of quality risks, impacts, and contractual requirements.
• Lead the project's quality culture by promoting, recognizing, and reinforcing positive quality performance and a proactive quality mindset.

Basic Qualifications

• Minimum 10 years of construction experience on similar type work, with demonstrated experience managing construction quality control programs.
• Bachelor's degree in engineering (civil, mechanical or electrical), construction management, or related degree. An equivalent combination of experience, skills, and training may be substituted.
• Able to effectively communicate quality requirements and expectations to project personnel, subcontractors, Owner representatives, and senior management.
• Prior field experience developing and implementing project-specific quality plans and working with project teams and owners on plan creation, acceptance, and implementation.
• Self-starter with strong documentation, organization, and follow-through skills.
• Must be a proficient public speaker, presenter, trainer, and meeting facilitator.
• Must be able to maintain the required project-site presence during construction and work the schedule necessary to support active construction operations.
• Proficient knowledge in Microsoft Office Suite and construction documentation platforms, including Autodesk Construction Cloud (ACC) and Bluebeam Revu.
• Experience and understanding of Quality Management, USACE three-phase control, inspection/testing, corrective action, and Lean principles.
• Previous heavy civil, water, wastewater, pipeline, or utility infrastructure experience; experience with Portland Water Bureau or similar public-owner projects is preferred.

Preferred Qualification

• Construction Quality Management for Contractors (CQM-C) course completion within the last 5 years, as required for the CQC System Manager and applicable CQC personnel.
• Conversant with project quality management systems, applicable codes and standards, and administrative, operational, systems, and management controls.
• Current technical certifications/accreditations applicable to the project's inspection, testing, NDE, and code-compliance activities, as required for assigned responsibilities.
