The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.


The Community Development Specialist II provides technical assistance and support to North Carolina’s Primary Care Safety Net by working directly with Community Health Grant and Medication Assistance Program sites throughout the state. The role supports site and process development, outreach, and compliance activities to help agencies meet program and financial requirements, including performance goals and measures.

Work includes monitoring grants, conducting financial and data analysis, preparing quarterly performance measurement surveys, and assessing statewide needs related to prescription assistance, community health, and electronic technology services. The position also strengthens services for vulnerable populations through technical assistance, program development, contract monitoring, provider recruitment, and evaluation activities. The role functions as a resource for agencies developing grant programs and implementing State requirements.


Key Duties Include:
– Monitor Community Health Grants and Medication Assistance Program grants and assist contractors in developing outcome measures aligned with national care standards.

– Conduct contract monitoring, financial monitoring, and data analysis to evaluate achievement of performance measures.

– Lead preparation of quarterly performance measurement surveys and produce data spreadsheets and analyses using tools such as SurveyMax, Access, Excel, and Qualtrics.

– Conduct statewide needs assessments of prescription assistance, community health, and electronic technology services to identify expansion opportunities and guide technical support.

– Strengthen supports for vulnerable populations through technical assistance, funding, community needs assessments, program development, contract monitoring, identification of workforce shortages, provider recruitment, and evaluation activities.

– Provide technical assistance, orientation, education, monitoring, and training to contractors and partners, documenting all support according to established guidelines.

– Promote and assist in developing performance measures that support access to care, patient satisfaction, quality, and cost effectiveness, ensuring timely and accurate data collection.

– Assist with development of RFA/RFP materials as needed for program implementation.

– Deliver site and process development, implementation support, and outreach through phone, email, and on‑site visits.

– Serve as a resource to agencies developing grant programs and implementing State program and financial requirements.

Bachelor's degree in sociology, psychology, political science, business administration, public administration or related field, from an appropriately accredited institution and four years of experience related to the specific program assignment; or an equivalent combination of education and experience.
