The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. DHHS has established a new Division of Child and Family Well-Being that focuses on supporting whole child and family health and well-being for North Carolinians. This division works to ensure that North Carolina's children grow up safe, healthy and thriving in nurturing and resilient families and communities. It will bring together complementary programs from the Divisions of Public Health, Mental Health, and Social Services to maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children's behavioral health services, and early intervention programs.
The primary purpose of this position is being a member of a multidisciplinary evaluation team, the Educational Diagnostician II conducts developmental evaluations and child/family assessments for children 0-3 years to determine eligibility for the Infant-Toddler Program and to assess child and family needs for early intervention supports and services. Services provided through the NC ITP must be compliant with the IDEA, federal regulations, and State policies and procedures.
This position is located within the catchment area of the Children's Developmental Services Agency (CDSA) of The Cape Fear (Fayetteville). This position will be located and serve children in Cumberland Co and the surrounding areas (Robeson Co, Cumberland Co., Bladen Co., & Sampson Co).
Salary Grade Range $52,592 -$92,036
Recruitment Range $52,592 - $55,944

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:
• Experience administering developmental evaluation measures
• Experience working with and collaborating with families, community organizations, and other agencies.
• Knowledge of coaching interaction styles and adult learning principles.
• Experience working with infants, toddlers and their families using research-informed and/or evidence-based practices for the provision of early intervention services.
• Good written and oral communication skills, including experience with report writing
Physical Requirements:
Must be able to drive and travel by car across the CDSA’s defined catchment area.

Master's degree in special education or psychology from an appropriately accredited institution, and two years of experience in educational testing.
