The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life.

This position provides technical support to the DAQ staff and the regulated community on matters pertaining to source-oriented emissions testing and compliance, the test methods for air emissions testing, and monitoring activities that use continuous monitoring systems (CMS), as applicable to facilities subject to various state and federal regulations. The position holder coordinates, reviews and reports air quality testing and monitoring activities throughout the state, helps to ensure compliance of stationary air pollution sources. This position also assists in creating adequate testing requirements, evaluating emission tests and monitoring reports. The employee must be able to understand the design and operation of industrial facilities and associated air pollution control systems, the federal and state regulations that apply to each facility.

Key Responsibilities:

· Evaluates pre-test protocols and site-specific test plans to determine if these plans meet permit requirements (for permitted facilities) and the underlying state and federal regulations.

· Evaluates performance test reports submitted to DAQ for consistency, accuracy, and to determine compliance with applicable testing methodology, permit requirements, state and federal regulations. Test report evaluation will be summarized in a report (memo format) submitted to regional office compliance/permitting staff and central office permitting staff (as necessary). Uploads test data summaries into the DAQ compliance database.

· Evaluates continuous monitoring systems (CMS) such as continuous emissions monitoring system (CEMS), continuous opacity monitoring systems (COMS).

· Reviews periodic emissions data reports (excess emissions and monitoring systems performance reports) produced by the operators of these monitoring systems to ensure compliance with the relevant federal and state regulations.

· Answers requests for information and provides technical assistance to staff, industry, and the public regarding stationary source emissions testing and monitoring requirements. As necessary, the employee meets with various organizations and interest groups to explain air quality rules and various testing requirements and procedures. Periodically observes in person various emissions testing procedures at regulated facilities.

· Assists in the development of training and training materials for regional office staff regarding testing methods and procedures and test observation. Completes special projects related to stationary source compliance issues, as assigned by supervisor, and the senior engineers to support the role of the Technical Services Section and SSCB.

· A valid Driver’s License is required.

Recruitment Range: $57,983 - $59,722

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
