The Program Analyst II position is in the Criminal Justice Analysis Center within the Governor's Crime Commission performing the duties of data integration, reporting and analysis of criminal justice data.

Duties/Responsibilities include, but are not limited, to the following:

• Development and reporting of the criminal justice data repository project, a long-term project that aims to centralize criminal justice datasets, develop criminal justice system measures, and create dynamic reports with visual analytics software.
• Listen to the need for criminal justice information expressed by policymakers and stakeholders, identify data to inform the issue, conduct appropriate data analysis, and create reports understandable for the specific audience.
• Performs data linkages between disparate data sources, developing code to produce required result sets, while assuring measures to optimize data efficiency and quality.
• Collaboration with multiple business partners, vendors and agency management to understand the data requirements, provide status updates during standing meetings, perform file submissions and handle data related questions and issues.
• Performs social research duties (e.g. evaluating evidence-based models for effective programs and services, defining and tracking performance measures, designing quantitative and qualitative methods of data collection, and/or performing statistical data analysis).

The Governor's Crime Commission (GCC) is the chief advisory body to the Governor and the Secretary of the Department of Public Safety on crime and justice issues. GCC administers federal and state grants and is the State Administering Agency (SAA) for the following federal block and formula grant programs: Juvenile Justice and Delinquency Prevention (JJDP), Byrne Justice Assistance Grant (JAG), Victims of Crime Act (OCA), Violence Against Women Act (VAWA), Sexual Assault Services Program (SASP) and Children's Justice Act (CJA). Grants are awarded on a competitive basis to government, law enforcement agencies, non-profit agencies, educational and social service agencies.

Salary Recruitment Range: $67,122.00 - $97,850.00

Management Preferences   

  • Experience programming in applications (e.g. SAS/SQL for data analysis and creating graphics/visualizations using SAS Visual Analytics or other software).
  • Working knowledge of the criminal justice system.

·       Attaching transcripts is optional; however, we recommend applicants attach unofficial transcripts to assist in providing credit for education including in substituting education gained for experience. Additionally, qualifying for some positions may require validating hours of coursework in a specific field of study and transcripts are crucial to awarding credit. Degrees and transcripts must be achieved from an appropriately accredited college or university.

·       International degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting.  Failure to provide documentation may result in ineligibility. ·       Applicants seeking Veteran's Preference must attach a DD-214 Form (Certificate of Release or Discharge from Active Duty that includes Character of Discharge - Member 4 or Service 2 form) to the application.

·       Applicants seeking National Guard Preference:   A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).  A former member of the North Carolina National Guard who served for at least 6 years and was discharged under honorable conditions must attach either a DD256 or NGB 22.
