PHMC serves as both a direct service provider to individuals, families, and communities across the region and an intermediary agent—managing large-scale contracts, government and philanthropic partnerships, and multidisciplinary initiatives that require operational sophistication, strategic leadership, and deep mission alignment.

Position Summary:

The Director of Clinical Informatics is responsible for clinical workflows and ensuring the organization's EHR reflects those workflows and is applied across all six health centers.

This role bridges technology and clinical operations and reports to IT leadership for systems governance and infrastructure alignment, while maintaining a dotted-line relationship with PHMC Health and Health Center leaders to ensure workflow decisions reflect clinical and operational needs. This role will work directly with the systems administration team and application analysts to oversee security/access, reporting, training protocols, and work with service desk management to ensure Health Center help desk functions are meeting business needs.  This role is accountable for EHR build quality, data integrity feeding the revenue cycle, and successful adoption of workflow changes by front-line staff. This will necessitate direct involvement as an OCHIN liaison with the CIO.

The informatics team will be collectively responsible for the PHMC Health Network’s adoption and optimal utilization of the EHR and associated regulatory and funder reporting requirements.   The Director functions as the Project Leader and Subject Matter Expert (SME) for all SHS analytic and EHR-related projects, working in collaboration with PHMC’s IT department and the health network business team.

Essential Duties and Responsibilities:

Workflow design & governance

  • Own end-to-end clinical and front-office workflow design within EHR, from scheduling and registration through checkout, referrals, and revenue cycle handoff.
  • Establish and chair a change control / clinical informatics governance process so workflow and build changes are vetted with site leaders before deployment.
  • Maintain documentation standards, order sets, templates, and clinical decision support content across all 6 sites.

EHR & systems oversight (OCHIN Epic)

  • Direct the OCHIN Epic application analyst/super user team's build work across ambulatory, referrals, population health, behavioral health, and (where applicable) dental modules.
  • Oversee EHR security/access governance, ensuring role-based provisioning and audit readiness across all sites.
  • Devise the relationship management cadence with the MD of PHMC Health, PHMC CIO, and OCHIN EPIC account manager for tickets, release notes, upgrades, and collaborative build requests, via the OCHIN liaison group.
  • Ensure reporting/data analyst work supports accurate UDS and HRSA compliance reporting, and internal operational dashboards.

Team leadership

  • Provide oversight to application analysts/super user team, security/access analyst, reporting/data analyst, trainer, and help desk staff, and contribute to performance management and development.
  • Maintain a dotted-line working relationship with embedded application analysts/super users and systems administrators in IT to ensure a two-way feedback loop between central build decisions and site-level workflow reality.
  • Set training strategy and standards executed by the credentialed trainer, as part of new-hire onboarding and go-live support.
  • Effectively manage projects and meetings as an SME liaison between SHS & IT Leadership.
  • Develop status reporting related to solution milestones, deliverables, dependencies, risks, and issues to guide and influence senior management discussions and decisions.
  • Manage multiple initiatives simultaneously using strong management and prioritization skills.
  • Work with stakeholders to establish project requirements, priorities, and deadlines.
  • Develop executive status reports and track ongoing risks/issues/action items.
  • Support business objectives by implementing an information management and business reporting function, including routine reporting processes for internal and external partners.

Stakeholder collaboration

  • Serve as the primary informatics point of contact for FQHC site leaders (Medical Directors, Clinic Managers) on workflow and EHR matters.
  • Partner with the CIO/IT Director on infrastructure, security, and technology roadmap decisions that affect clinical workflows.
  • Translate clinical and revenue cycle pain points into prioritized build and training initiatives.
  • Maintain a deep understanding of functional business objectives, processes, governance, and challenges across key stakeholder groups to inform, lead, maintain strong relationships, and demonstrate a shared vision.
  • Represent SHS business ownership to drive needs and maintain the overall functionality of the EHR platform.
  • Work with EHR platform users to gain an understanding and document needs.
  • Develop and deliver change management communication and oversee training.

Compliance & continuous improvement

  • Monitor clean claim rate, denial trends, and workflow-related root causes, and lead corrective build or process changes.
  • Ensure EHR workflows support HIPAA, HRSA Health Center Program, and applicable state/federal compliance requirements.
  • Track and report key informatics metrics (build turnaround, training completion, help desk resolution time, provider satisfaction) to IT and site leadership.
  • Manage Reporting and Departmental Control Functions to streamline and validate the workflows and associated data to ensure critical systems allow appropriate input to meet HRSA and Health Center business requirements.
