The LC4ISREW Program supports Army Headquarters in exercising Chief of Army's Capability Operator responsibilities and is transitioning to a programmatic, multi-tranche delivery approach to deliver continuous capability outcomes and respond to emerging technology and operational requirements.
A part of the LC4ISREW Program, the Land C4 Development Team is responsible for capability development activities that support the continual modernisation of Army's Command, Control, Communications and Computing (C4) capabilities through LAND 4140. These activities include the development and maintenance of capability needs, coordination of risk reduction activities, stakeholder engagement, governance support and the production of Defence Capability Lifecycle artefacts required to inform future acquisition activities.
The Capability Development Support role supports SO1 LC4 Development and the wider LAND 4140 Development Team in the delivery of capability development activities that support the continual modernisation of Army's Command, Control, Communications and Computing capabilities. The position enables effective governance, information management and coordination across multiple concurrent capability development activities by supporting the preparation of governance artefacts, management of tasking and records, and coordination of stakeholder engagements and responses.
The role works collaboratively across the LC4ISREW Program, supporting the effective operation of the LAND 4140 Development Team and broader Program governance activities as required. This position reports to SO1 LC4 Development.

Responsibilities

  • →Coordinate information flows across the LAND 4140 Development Team, including management of team correspondence, shared information repositories and records management systems.
  • →Coordinate stakeholder tasking and returns, including consolidation of inputs into governance artefacts, briefing materials and decision-support products.
  • →Manage task tracking, action registers and reporting through approved Defence collaboration and information management tools.
  • →Support preparation and conduct of governance forums, working groups, boards and committees, including agendas, attendance, briefing packs, minutes and action management.
  • →Support the development, coordination and management of Defence capability development artefacts and associated governance documentation.
  • →Maintain information, records and document repositories to support auditability, knowledge management and compliance with Defence information management requirements.
  • →Support audits, assurance activities and other Program governance requirements.
  • →Coordinate routine workforce, business management and administrative activities within the LAND 4140 Development Team.
  • →Provide support, within discipline, to other functional areas across the LC4ISREW Program as required.
  • →Conduct other coordination and administrative tasks as directed.
  • Excellent knowledge of Microsoft Office applications, information management systems and collaboration tools.
  • Strong organisational, coordination and information management skills.
  • Strong written and verbal communication skills.
  • Demonstrated ability to coordinate multiple tasks and stakeholders concurrently.
  • Experience supporting governance activities, committees, boards or project teams.
  • Experience managing records, correspondence and document control processes.

Requirements

  • Previous experience working in Defence or Government environments.
  • Previous experience supporting Defence ICT, capability development or acquisition activities.
  • Knowledge of Defence information management and governance processes.
  • Experience using Defence collaboration and records management systems.
  • Experience or interest in capability development, program management, systems engineering, business management or information management disciplines.
  • Understanding of Defence governance processes, committee structures and stakeholder coordination activities.
  • Knowledge of the One Defence Capability System, Defence capability development processes, or Defence records and information management practices.

The Service Provider’s demonstrated understanding of the Services, Statement of Work, deliverables, Defence operating environment and any identified risks.

The Service Provider’s demonstrated capability and capacity to provide the Services, including:

  • relevant skills, qualifications and experience of the proposed Professional Contractor;
  • demonstrated experience performing similar work;
  • ability to commence and deliver the Services within the required timeframe; and
  • demonstrated knowledge of Defence and/or Commonwealth environments (where applicable).

The extent to which the proposed Professional Contractor satisfies the security, integrity, probity and personnel requirements of the RFQ, including:

  • security clearance requirements;
  • personnel integrity declarations;
  • compliance with Defence security requirements; and
  • ability to obtain and maintain required access to Defence facilities, systems and information.

The whole-of-life costs and total Fees to be incurred by the Entity, including assessment of the proposed Daily Rate, any discounts offered and overall value for money.

The extent to which the Service Provider’s response presents risk to the Entity, including:

  • personnel availability and continuity risks;
  • security risks;
  • delivery risks;
  • conflict of interest risks;
  • reliance on subcontractors; and
  • proposed use of Artificial Intelligence (AI) Systems.
  • The results of referee checks and any previous performance information available to the Entity relating to similar engagements.
