The LC4ISREW Directorate manages the Land C4 and LISREW programs within the Systems and Integration Branch of Army Headquarters. Its portfolio covers capabilities, projects and sustainment activities requiring robust governance, strategic oversight and coordinated stakeholder engagement.
The Governance Support Officer will work within the Capability Management Office, supporting the Deputy Director of LC4ISREW CMO. The role provides governance and operational support across the portfolio, including program frameworks, reporting, records, stakeholder forums and executive requirements.
Responsibilities
~1 min read- → Supporting the governance team in the coordination, administration and delivery of governance and operational activities across the LC4ISREW portfolio.
- → Coordinating and maintaining the LC4ISREW governance framework and ensure compliance with governance requirements across the program.
- → Assisting in the development, implementation, monitoring and continuous improvement of program management frameworks, processes, and reporting requirements.
- → Maintaining LC4ISREW governance processes, artefacts, records and supporting tools to enable effective governance and program delivery.
- → Coordinating stakeholder working groups, program meetings and governance forums, including the preparation and distribution of agendas, papers, briefing materials, minutes and reports.
- → Maintaining program action, decision, and risk registers to support effective governance and accountability.
- → Managing the Program inbox and communication channels (for example sharepoint site), ensure correspondence is tracked, actioned and responded in a timely manner.
- → Working closely with the Deputy Directors to triage priorities, coordinate tasks and support effective management of executive requirements.
- Demonstrated knowledge and experience working within Defence Capability System governance frameworks, policies and program management practices.
- Strong organisational and administrative skills, including the management of correspondence, records, action tracking and program documentations.
- Strong stakeholder engagement skills with the ability to build productive relationship across the organisation and with external stakeholders.
- Demonstrated ability to manage competing priorities and deliver outcomes under pressure.
- Ability to effectively work in an agile team environment and have the ability to battle rhythm.
- Relevant qualifications in project/program management, governance, business administration or related discipline are desirable.
- Additional skills in project/program management, systems engineering, communications, business management or information technology are valued.
- Understanding of Joint and domain-specific staff processes within operational and tactical level headquarters is desirable.
- Knowledge or experience working in the Defence Capability Lifecycle process, governance structures, and committee processes is desirable.
The Land Command, Control, Communications and Computing program enables command and control, communication and information management systems supporting situational awareness and decision superiority across the Land and Joint Forces.
The Land Intelligence, Surveillance, Reconnaissance and Electronic Warfare program modernises and sustains capabilities supporting situational awareness, electronic warfare effects, littoral manoeuvre, geospatial intelligence and the Land Targeting Enterprise.
Responses to this RFQ will be evaluated against the following criteria:
- Demonstrated understanding
The Service Provider’s demonstrated understanding of the Services, Statement of Work, deliverables, Defence operating environment and any identified risks.
- Capability and experience
The Service Provider’s demonstrated capability and capacity to provide the Services, including:
- relevant skills, qualifications and experience of the proposed Professional Contractor;
- demonstrated experience performing similar work;
- ability to commence and deliver the Services within the required timeframe; and
- demonstrated knowledge of Defence and/or Commonwealth environments (where applicable).
- Security and suitability
The extent to which the proposed Professional Contractor satisfies the security, integrity, probity and personnel requirements of the RFQ, including:
- security clearance requirements;
- personnel integrity declarations;
- compliance with Defence security requirements; and
- ability to obtain and maintain required access to Defence facilities, systems and information.
- Value for money
The whole-of-life costs and total Fees to be incurred by the Entity, including assessment of the proposed Daily Rate, any discounts offered and overall value for money.
- Risk
The extent to which the Service Provider’s response presents risk to the Entity, including:
- personnel availability and continuity risks;
- security risks;
- delivery risks;
- conflict of interest risks;
- reliance on subcontractors; and
- proposed use of Artificial Intelligence (AI) Systems.
- Referee checks
- The results of referee checks and any previous performance information available to the Entity relating to similar engagements.
