Software Systems Integration SME (RAS)

In this role, you’ll contribute to Naval Operational Architecture (NOA), working alongside engineers and operators to deliver resilient, forward-leaning solutions in support of national defense.

About the role: PMAT is seeking a highly experienced Software Systems Integration Subject Matter Expert (SME) to provide senior technical leadership for critical software development, integration, and fielding efforts supporting fleet operations. This role will work directly with senior leaders, software teams, systems engineers, integration teams, and operational stakeholders to evaluate, develop, test, integrate, and field Command and Control User Interface (C2UI) software capabilities at operational scale. The candidate will help establish and sustain production and development environments, manage technical backlogs, and drive software capabilities from requirements and proof-of-concept development through integration, testing, deployment, and sustainment. The role requires extensive software engineering and systems integration expertise, strong knowledge of modern DevSecOps and AGILE methodologies, and the ability to provide technical direction in a rapid innovation environment.

Responsibilities:

• Lead the software development and integration lifecycle for resilient software, web applications, and C2UI capabilities, including requirements analysis, specification, architecture, design, development, integration, testing, deployment, maintenance, and sustainment.
• Work directly with senior leaders, operational users, and technical teams to evaluate mission needs, define technical objectives, develop and prioritize backlogs, and deliver software capabilities supporting fleet operations at scale.
• Design, develop, integrate, and implement software solutions using modern DevSecOps practices, Service-Oriented Architecture (SOA), microservices, APIs, and other modular software approaches.
• Perform system and software design, development, integration, and implementation of proof-of-concept prototypes to evaluate emerging capabilities and rapidly transition successful solutions toward operational use.
• Integrate software applications, web-based products, network operating environments, data services, and supporting systems to ensure interoperability and reliable end-to-end capability delivery.
• Apply software architecture, requirements-driven design, test-driven development, and behavior-driven development principles to improve software quality, resiliency, maintainability, and alignment with operational requirements.
• Analyze system workflows, data usage, software dependencies, interfaces, and technical problem areas to identify integration challenges and develop effective engineering solutions.
• Serve as a senior technical authority by providing recommendations to engineering and program leadership, mentoring junior engineers, reviewing technical approaches, and guiding teams through complex software development and integration challenges.
• Document and demonstrate technical solutions through system documentation, architecture diagrams, flowcharts, interface descriptions, specifications, standards, code comments, technical briefings, and other engineering artifacts.

Required Skills and Experience:

• Extensive experience in software engineering, software systems integration, application development, systems engineering, or related technical disciplines supporting complex software environments.
• Strong understanding of software architecture, requirements-driven design, software integration, system interfaces, and the complete software development lifecycle.
• Experience designing, developing, integrating, testing, deploying, and sustaining resilient software applications, web applications, or distributed software systems.
• Experience developing software solutions using modern development practices, modular architectures, APIs, services, or microservices-based approaches.
• Experience supporting DevSecOps and Agile software development environments, including backlog management, iterative development, integration, testing, and rapid capability delivery.
• Experience performing system design, software development, integration, and implementation of prototypes or proof-of-concept capabilities.
• Experience analyzing system workflows, data flows, application interfaces, software dependencies, user requirements, and technical integration challenges.
• Demonstrated ability to provide senior technical leadership, mentor engineers, coordinate across multidisciplinary teams, and provide recommendations to technical and program leadership.
• Strong written and verbal communication skills with the ability to translate complex software and integration topics into clear recommendations for engineering, program, senior leadership, and operational audiences.

Preferred Skills and Experience:

• Experience developing, integrating, testing, or fielding Command and Control, C2UI, or other mission-critical software capabilities supporting Navy or fleet operations.
• Experience supporting Navy, Department of War, government, tactical, or other mission-focused software environments.
• Experience establishing or supporting production and development environments for operationally deployed software capabilities.
• Experience with Service-Oriented Architecture, microservices, containerized applications, APIs, distributed systems, and modern web application architectures.
• Experience with modern DevSecOps technologies and practices, including CI/CD pipelines, automated testing, containerization, orchestration, configuration management, and secure software delivery.
• Experience applying test-driven development, behavior-driven development, automated testing, software quality practices, or similar approaches within complex development environments.
• Experience integrating software across network operating environments, data services, infrastructure platforms, external applications, or other System of Systems components.
• Experience supporting rapid innovation, prototyping, experimentation, operational demonstrations, testing, and transition of software capabilities into fielded environments.
• Experience developing and maintaining technical backlogs, translating operational requirements into executable engineering work, and coordinating priorities across multiple development or integration teams.
• Demonstrated ability to operate as a persistent and creative problem solver, rapidly learn emerging technologies and development practices, and guide technical teams through complex integration challenges.

Work Environment: PMAT offices as needed. In some cases, work in a government facility may be required. Travel may be required for customer engagement, team coordination, and potentially for business development.
