Position Title:  Electrical Department Manager
Reports To:     Production Manager
Position Summary:
The Electrical Department Manager is responsible for leading and managing the daily operations of the Electrical Department in support of ship repair, maintenance, and modernization projects. This role ensures all electrical work is performed safely, efficiently, within budget, and to the highest quality standards in accordance with applicable specifications, contract requirements, and regulatory standards.

The Electrical Department Manager is responsible for setting the tone and culture of the department, ensuring full alignment with company expectations and strategic objectives. This role requires proactive leadership, accountability, and a strong commitment to organizational priorities. Department Managers are expected to champion company initiatives and directives from senior leadership, clearly communicating and reinforcing them within their teams as unified, department-level guidance.

The manager oversees a broad scope of electrical production activities, including shipboard power distribution systems, lighting systems, control and automation systems, motor controls, generators, switchboards, cabling, testing, troubleshooting, and commissioning activities. Responsibilities include coordinating electrical supervisors, foremen, electricians, technicians, and support crews to meet production goals and project schedules.

This position requires strong knowledge of shipboard electrical systems, electrical safety practices, testing and inspection requirements, and electrical work sequencing in a ship repair environment. The Electrical Department Manager works closely with project teams, planning, and other production departments to integrate efforts across trades, resolve technical and logistical challenges, and ensure customer satisfaction. The manager is also responsible for workforce development, resource planning, and ensuring compliance with all safety, environmental, and quality management protocols.

Essential Duties & Responsibilities:
  • Ensure Electrical Department staff continuously improve production efficiency, reduce rework, improve reliability, and achieve or beat key schedule milestones.
  • Establish accountability systems for managing department resources, including labor, materials, tools, and test equipment, to ensure efficient financial performance.
  • Maintain open communication with the VP Programs, Production Manager, Production Engineering & Planning Manager, and PMO staff to identify and resolve operational bottlenecks.
  • Ensure each Electrical Department employee has clear, measurable daily work assignments and receives timely feedback on performance.
  • Establish and maintain standard processes for measuring electrical production rates and provide accurate data to Estimating.
  • Ensure electrical materials, components, and equipment are ordered and staged to support project schedules.
  • Grow and develop Electrical Department capabilities to expand in-house services, reduce subcontractor reliance, and enhance competitive advantage.
  • Develop systems for collecting, tracking, and reporting Electrical Department performance metrics.
  • Drive continuous improvement initiatives and encourage employee feedback to improve execution based on lessons learned.
  • Introduce modern tools, testing equipment, and technologies to enhance productivity, quality, and safety.
  • Work closely with Project Managers to ensure timely, cost-effective execution of electrical scopes.
  • Generate job assignments, provide supervision, and make recommendations regarding hiring, discipline, promotion, and termination in coordination with the Production Manager.
  • Determine staffing levels to maximize efficiency while meeting project and department budget goals.
  • Lead, train, and develop Assistant Superintendents, Foremen, Lead Electricians, and electrical production personnel.
  • Advise Project Management of project status, risks, delays, and mitigation strategies.
  • Perform administrative duties including reporting, performance reviews, interviewing candidates, and documentation.
  • Estimate labor hours, manpower requirements, and material needs for electrical work scopes.
  • Comply with applicable Collective Bargaining Agreement (CBA) requirements.
  • Assess employee skill levels and coordinate training to address gaps or enhance technical capabilities.
  • Plan, coordinate, and supervise electrical installation, repair, testing, and commissioning activities in support of ship repair projects.
  • Ensure all electrical work complies with NAVSEA Standard Items, U.S. Navy technical requirements, ABS/USCG standards, and contract specifications.
  • Oversee electrical safety programs including lockout/tagout (LOTO), arc flash prevention, energized work controls, and electrical testing procedures.
  • Coordinate with other departments, subcontractors, and inspectors to resolve production and technical issues impacting critical path work.
  • Enforce compliance with company policies, OSHA regulations, and customer safety and environmental requirements, including confined space entry and hazard communication.

Education/Training and Experience:
  • High School Diploma or equivalent required.
  • Ability to read and interpret electrical drawings and schematics.
  • Experience with U.S. Navy ship repair and NAVSEA requirements preferred.
  • Associate’s Degree in Electrical Technology, Industrial Trades, or Applied Science preferred.
  • Proficiency in Microsoft Word and Excel.
  • Minimum of 10 years of experience in shipyard or heavy industrial electrical work required.
  • Extensive knowledge of shipboard electrical systems and ship repair processes.
  • Experience managing Federal contracts preferred.
  • Strong organizational, communication, and leadership skills.
Qualifications/Requirements:
  • Strong electrical technical background
  • Ability to write effectively and the ability to accurately communicate with all PSI employees
  • Ability to access, interpret, and apply government and industry standards, law, and corporate policy and procedures to aid in the management of the Electrical Department
  • Ability to organize and prioritize to meet deadlines
  • Proficiency with spreadsheet and word processing software
  • Ability to effectively operate standard office equipment
  • Good attitude; must be a team player
  • Candidates must have access to reliable transportation to get to work and other job sites on time for the start of shift
  • Must be flexible in work hours
  • Valid State of Hawaii REAL ID-Compliant Drivers’ License in good standing, Class 3 or higher or a valid U.S. Passport in addition to a valid Hawaii Driver’s License, if you do not have a REAL ID-Compliant Driver’s License

Work Authorization/Security Clearance:
  • Must show proof of your legal right to work in the United States
  • This position requires US Citizenship due to security clearance required for base access
  • Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC)
  • Must be able to successfully obtain a Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites.
Pay Range: $135,000-$150,000 annual salary to commensurate with experience.
