To support this mission, we are seeking an experienced Air Force Civil Engineer Operations Strateggy and Governance Analyst to support the Deputy Chief of Staff for Logistics, Engineering, and Force Protection (AF/A4C) at the Pentagon / National Capital Region.

In this role, you will bridge the gap between tactical base-level execution and Headquarters-level policy development. You will connect tactical Civil Engineer Operations Flight activities—ranging from preventive maintenance and craft execution to material control and asset management—directly to USAF enterprise strategic goals. You will drive governance, policy development (DAFIs, DAFMANs, UFC), audit resolutions, and strategic implementation plans (SIP), ensuring Air Force installations maintain mission assurance, statutory compliance, and combat readiness worldwide.

  • Strategic Execution & Policy Development: Support the planning, coordination, execution, and sustainment of Civil Engineer Operations strategic initiatives by developing and maintaining governance documents, including DAFIs, DAFMANs, Unified Facilities Criteria (UFC), policies, and implementation guidance under AF/A4C oversight.
  • Executive Action Officer & Decision Support: Serve as the lead Action Officer (AO) for assigned Air Force and Department of Defense actions; prepare high-level decision-support products, executive summaries, background papers, briefing decks, and formal tasker responses.
  • Audit & Compliance Management: Lead the coordination and tracking of audits and inspections impacting Civil Engineer Operations programs; develop and monitor Corrective Action Plans (CAPs) and Plans of Action and Milestones (POA&Ms), providing executive progress updates to senior leaders.
  • Stakeholder & Enterprise Integration: Coordinate and collaborate across Headquarters Air Force (HAF), AFCEC, AFIMSC, MAJCOMs, and installation-level stakeholders to advance enterprise-wide Operations initiatives and the AF/A4C Strategic Implementation Plan (SIP).
  • Governance & Working Group Facilitation: Facilitate and participate in governance forums, working groups, Civil Engineer Capability Integration Panel (CECIP) reviews, and Civil Engineer Board initiatives, delivering comprehensive meeting minutes, after-action reports, and status updates.
  • Program Analysis & Readiness Recommendations: Perform program evaluations, identify operational trends, support Management Internal Control Toolset (MICT) communicator updates, and provide actionable recommendations to enhance enterprise readiness and infrastructure resilience.
  • Active DoD Secret security clearance.
  • Bachelor’s Degree from an accredited university.
  • 5+ years of experience supporting Department of the Air Force or Department of Defense programs.
  • Action Officer Expertise: Demonstrated experience serving as an Action Officer (AO) supporting senior military/civilian leaders and executive staffing processes.
  • Air Force Civil Engineer Knowledge: Strong working knowledge of Air Force Civil Engineer Squadron organization, Operations Flight responsibilities, and base-level craft execution/maintenance processes.
  • Audit & Compliance Coordination: Proven track record coordinating audits, inspections, compliance reviews, and developing/monitoring Corrective Action Plans (CAPs) or POA&Ms.
  • Executive Communication: Exceptional written and verbal communication skills with demonstrated experience developing executive-level correspondence, briefings, and decision-support materials.
  • Cross-Organizational Collaboration: Proven ability to lead and synchronize actions across multi-disciplinary working groups and complex stakeholder networks.

  • Prior experience supporting Headquarters Air Force (HAF), Air Force Civil Engineer Center (AFCEC), Air Force Installation and Mission Support Center (AFIMSC), or MAJCOM headquarters.
  • Familiarity with Air Force task management and compliance systems, such as Enterprise Task Management Software Solution (ETMS) and Management Internal Control Toolset (MICT).
  • Experience drafting or updating Air Force Instructions (DAFIs), Manuals (DAFMANs), or Unified Facilities Criteria (UFC).
  • Familiarity with Air Force vehicle management, fleet resourcing processes, or installation equipment modernization initiatives.
  • Understanding of the AF/A4C Strategic Implementation Plan (SIP) or Civil Engineer Capability Integration Panel (CECIP) workflows.
  • The salary range provided for this position represents the anticipated base salary for successful candidates. Actual compensation will be determined based on a variety of factors, including relevant experience, education, certifications, skills, security clearance level, geographic location, market conditions, and internal equity. In addition to base salary, eligible employees may participate in Redhorse's comprehensive benefits programs and may be eligible for performance-based or other incentive compensation, where applicable.
