Job Summary:

This role is responsible for leading the financial foundation of the College and supporting and advising other administrators and department heads in the accomplishment of organizational goals and objectives. This position is also responsible for providing collaborative financial management leadership for the College, ensuring its short and long-term fiscal health, overseeing the business practices, and ensuring that the budget is linked to and supports the College's strategic plans.

This leadership position is also responsible for leading the financial planning and management strategy to include accounting, payroll, financial reporting, budgeting, capital delivery, purchasing, banking, investments, and insurance practices to ensure the needs of students and the community are met and that the College is a good steward of taxpayer resources.

Primary Duties and Responsibilities:

Essential Performance Requirements*
⦁ Provides strategic leadership and direction across assigned financial functions, establishing departmental priorities, developing subordinate leaders, and ensuring accountability for workforce planning, performance, operational effectiveness, and service delivery
⦁ Directs activities as custodian of funds, securities, and assets of the College
⦁ Oversees and directs the annual audit, preparation, and issuance of the comprehensive annual financial report
⦁ Directs financial forecasting and analysis activities and prepares complex or institution-wide financial forecasts, evaluating economic, business, and operational developments and their impact on the College’s financial position, policies, budgets, and long-term plans
⦁ Evaluates the College’s financial position and provides financial and operating reports, analyses, and recommendations to support transparency, strategic resource allocation, and institutional decision-making
⦁ Oversees development of the annual budget, integrating institutional priorities, strategic plans, financial forecasts, and current internal and external conditions into a sound financial plan
⦁ Monitors cash flow, reserves, and investment activities to maintain liquidity, protect College resources, and maximize allowable returns in accordance with statutory requirements
⦁ Submittal of annual reports to the Texas Higher Education Coordinating Board
⦁ Prepares biennial Legislative Appropriation Request and supervises staff responsible for payroll preparation and reporting
⦁ Monitors property taxes and is responsible for the annual calculation and the Tax Rate Calculation Worksheet
⦁ Ensures the timely collection of all accounts receivable
⦁ Provides oversight and advice regarding college financial risk
⦁ Establishes and oversees institution-wide financial procedures, systems, recordkeeping standards, and internal controls to ensure regulatory, legal, and contractual compliance, operational efficiency, sound accounting practices, and effective service delivery
⦁ Serves as a strategic partner in developing and strengthening the College’s financial framework, including processes, technology, reporting infrastructure, and communication practices that support effective business operations and decision-making

General Supervision and Management
⦁ Provides leadership and oversight for departmental activities, including workforce planning, performance management, process improvement, budgeting, and resource allocation
⦁ Focuses on achieving departmental and organizational objectives through effective management of people, programs, and operations
⦁ Leads through supervisors and professional staff by establishing priorities, supporting accountability, and developing team performance

Service Excellence
⦁ Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
⦁ Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
⦁ Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
⦁ Supports the mission, values, goals, and principles of the College

Supervision
Works under the supervision of the assigned department leader

Required Minimum Qualifications:

⦁ Master’s degree
⦁ Seven (7) years’ working experience related to the Essential Performance Requirements
⦁ Five (5) years of experience supervising direct reports, including assigning work, managing performance, coaching employees, and supporting employee development

Preferred Qualifications:

⦁ Master's degree in Accounting, Business, or related field
⦁ Certified Public Accountant
⦁ At least five (5) year’s professional working experience in a Texas higher education, finance, or accounting environment
⦁ At least two (2) year’s professional working experience with the implementation of an Enterprise Resource Planning (ERP) System

Knowledge, Skills and Abilities:

⦁ Knowledge of Texas community college finance and reporting requirements
⦁ Knowledge of college and university accounting
⦁ Knowledge of state and federal payroll reporting and requirements
⦁ Skilled in providing strategic leadership across complex financial functions, establishing priorities, aligning resources, and ensuring accountability for institutional and departmental outcomes
⦁ Skilled in building effective relationships and providing responsive service to executive leadership, governing boards, faculty, staff, external agencies, and other institutional stakeholders
⦁ Skilled in communicating complex financial, operational, technical, regulatory, and risk-related information through clear reports, presentations, and recommendations tailored to executive and governing audiences
⦁ Skilled in exercising sound judgment, diplomacy, and discretion when addressing sensitive financial, personnel, operational, and institutional matters
⦁ Skilled in using financial systems, enterprise applications, data-analysis tools, and Microsoft 365 technologies to support financial oversight, reporting, forecasting, and executive decision-making
⦁ Ability to evaluate complex financial and operational issues, assess institutional impact and risk, and develop strategic recommendations for executive leadership
⦁ Ability to lead multiple financial priorities and institution-wide initiatives while ensuring accuracy, regulatory compliance, timely execution, and effective resource allocation
⦁ Ability to collaborate with executive leadership, governing boards, faculty, staff, auditors, regulatory agencies, and external partners to advance institutional priorities
⦁ Ability to anticipate and resolve complex or nonstandard issues requiring executive judgment, cross-functional coordination, and interpretation of applicable policies, regulations, and financial standards
⦁ Ability to maintain confidentiality and exercise a high degree of integrity, professional judgment, and political awareness in a complex institutional environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually quiet.
