Scoping study for key regional partners, stakeholders, networks and spaces for TdH NL engagement and influence in Africa Region

Specific Objectives

The scoping study aims to:

1. Identify and map key regional and sub-regional partners and stakeholders including child/youth led groups/movements, working on SEC and Child Labour across government, civil society, regional bodies, technical/UN agencies, research institutions and the private sector.
2. Assess potential strategic partners and collaborators, including their thematic expertise, geographical reach, networks, technical capacity, track record, influencing potential, safeguarding standards and complementarity with TdH NL's existing work and comparative advantage.
3. Identify opportunities to establish, strengthen or expand partnerships with relevant partners (including research institutions/ departments) and networks, including opportunities for joint interventions, joint research, joint fundraising, advocacy, knowledge exchange, capacity strengthening and influencing, and clarifying the nature and level of engagement most appropriate for each (for example formal partnership, network membership, ad hoc collaboration.
4. Identify relevant regional and sub-regional mechanisms and spaces for engagement and influence, including African Union and Regional Economic Community policy and decision-making platforms, regional networks and coalitions, technical working groups, advocacy forums, donor and INGO 

coordination platforms, research and learning platforms, and other relevant spaces addressing SEC and Child Labour.

1. Assess the strategic relevance of identified engagement spaces by examining their mandate and scope, key actors and current priorities, decision-making or influencing opportunities, membership and accession requirements, accessibility to civil society and children, timing/frequency of engagement, and opportunities for TdH NL to contribute evidence, expertise, learning and child participation.
2. Identify opportunities for stronger linkages between SEC and Child Labour at regional level, including shared drivers such as poverty, migration and weak protection systems, intersecting vulnerabilities affecting the same children and communities, and opportunities for joint advocacy, shared partnerships, integrated programming and systems strengthening that avoid duplication and maximise TdH NL's collective influence.
3. Provide prioritised and actionable recommendations on the key partners, stakeholders and regional spaces TdH NL should engage with, including suggested entry points, sequencing and priority order, potential areas of collaboration, the role TdH NL could play, associated resource or capacity implications, and any risks or sensitivities TdH NL should consider before engaging.https://www.ilo.org/resource/child-labour-africahttps://www.ilo.org/meetings-and-events/africa-tripartite-regional-consultation-child-labour

Timeline and Phases

We aim for this assignment to be carried out between 15th October and 10th December, 2026. Estimated number of days for the assignment is 1-15 days

• Phase 1 (October 2026): Preparatory Phase & Desk Research
  • Review TdH NL’s initial data (reports and current regional engagement)and carry out a desk review of child labour, sexual exploitation of children, child trafficking trends, formalization of the corridor, and drafting of interview/data-collection guides
  • Scoping study inception plan/report and preliminary stakeholder mapping
• Phase 2 (November 2026): Stakeholder Engagement & Fieldwork
  • Conducting qualitative interviews with stakeholders, partners, institutions, transport sector actors in Africa 
• Phase 3 (Nov/December 2026): Data Analysis & Reporting
  • Synthesis of data, stakeholder mapping, and final report formulation
