Location

Port Moresby, Papua New Guinea (with regular travel to project locations)

Position Purpose

The DRR and Climate Change Program Coordinator is responsible for coordinating the implementation, monitoring, and reporting of ChildFund PNG's disaster risk reduction, climate change adaptation, resilience, and emergency preparedness Programs.

The role works closely with communities, government agencies, development partners, and project teams to strengthen community resilience, reduce disaster risks, promote climate adaptation solutions, and support children and vulnerable populations to better prepare for and respond to climate and disaster-related shocks.


Key Responsibilities

Program Coordination and Management

  • Coordinate the planning, implementation, monitoring, and reporting of Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), and Resilience Programs.
  • Ensure Program activities are delivered on time, within budget, and in compliance with donor requirements, ChildFund policies, and quality standards.
  • Monitor Program progress, identify implementation challenges, and support adaptive management to achieve Program outcomes.
  • Contribute to Program design, annual planning, budgeting, and resource mobilisation efforts.
  • Ensure safeguarding principles are integrated into all Program activities and that safeguarding risks are identified, mitigated, and reported in accordance with ChildFund policies.
  • Promote child-centred, community-led, and locally owned approaches to resilience building and climate adaptation.

Technical Leadership and Program Quality

  • Provide technical leadership on community-based disaster risk reduction, climate change adaptation, resilience building, and emergency preparedness.
  • Support the implementation of Community Vulnerability and Capacity Assessments (CVCA), Community Action Plans (CAPs), and resilience strengthening initiatives.
  • Promote child-centred and inclusive approaches to DRR and climate programming, ensuring meaningful participation of children, women, youth, and persons with disabilities.
  • Ensure Gender Equality, Disability and Social Inclusion (GEDSI) principles are integrated throughout Program design and implementation.
  • Lead and support Child Protection in Emergencies (CPiE) and Education in Emergencies (EiE) initiatives during preparedness, response, and recovery phases.
  • Strengthen climate-resilient child protection approaches by supporting communities to identify and address climate-related risks affecting children and vulnerable populations.
  • Support capacity strengthening of communities, local partners, and government stakeholders on DRR, climate adaptation, safeguarding, CPiE, and EiE.

Stakeholder Engagement and Partnership Management

  • Build and maintain effective partnerships with government agencies, Provincial and District Disaster Offices, communities, civil society organisations, development partners, and other key stakeholders.
  • Represent ChildFund PNG in relevant coordination forums, technical working groups, clusters, and sector meetings.
  • Foster collaboration, coordination, and knowledge sharing among partners to strengthen Program impact and sustainability.
  • Support advocacy efforts that promote child-centred disaster risk reduction, climate resilience, and protection outcomes.

Monitoring, Evaluation, Learning and Reporting

  • Work closely with the MEAL team to monitor Program performance, track indicators, and assess Program outcomes.
  • Document lessons learned, good practices, innovations, and evidence of impact.
  • Prepare high-quality donor reports, management reports, briefing notes, and Program updates.
  • Support Program evaluations, assessments, research activities, and learning reviews.
  • Ensure Program data is accurate, timely, and used to inform decision-making and Program improvement.

Emergency Preparedness and Response

  • Support ChildFund PNG's emergency preparedness, contingency planning, and response initiatives.
  • Participate in rapid assessments, emergency response activities, and recovery programming when required.
  • Strengthen community preparedness mechanisms, Disaster Risk Management Committees (DRMCs), and local response capacities.
  • Ensure child safeguarding, protection, education, and inclusion considerations are integrated into emergency preparedness and response efforts.
  • Support coordination with government and humanitarian partners during emergency responses.

Selection Criteria

Essential Qualifications

  • Degree in Disaster Risk Management, Climate Change, Environmental Science, Development Studies, Natural Resource Management, or a related field.

Essential Experience

  • Minimum 5 years' experience managing or coordinating DRR, climate change, resilience, or community development Programs.
  • Experience working with government, communities, and development partners.
  • Experience in project management, budgeting, monitoring, and reporting.
  • Experience working with donor-funded Programs.

Skills and Competencies

  • Strong understanding of climate change adaptation and disaster risk reduction approaches.
  • Excellent stakeholder engagement and partnership management skills.
  • Strong project management and reporting skills.
  • Excellent communication and facilitation skills.
  • Ability to work independently and manage multiple priorities.

Child Safeguarding

The position holder is required to comply with ChildFund's Child Safeguarding Policy, Code of Conduct, and all safeguarding requirements, ensuring that the safety and wellbeing of children remain central to all Program activities.
