Summary: The Supply Chain Management (SCM) role is a strategic cornerstone within the organization, playing a pivotal part in risk and crisis management, financial performance, and operational resilience. The incumbent will lead the development and execution of comprehensive strategies across spend management, category optimization, vendor performance, and contract governance, ensuring sustainable value creation. By leveraging advanced methodologies such as Design to Cost, Supply Chain Cost Modelling, and global sourcing best practices, the role drives measurable cost avoidance and savings while strengthening the P&L and balance sheet. The position demands expertise in logistics, contract management, and data-driven decision-making, with a focus on mitigating risks, optimizing inventory and asset lifecycles, and ensuring full compliance with regulatory frameworks including GDPR. As a trusted advisor to senior leadership and the Board, the SCM professional will champion business partnering, talent development, and operational excellence, fostering a culture aligned with organizational values and long-term strategic goals. Responsibilities: Apply category management frameworks and best-in-class tools to identify and capture value across spend categories, utilizing Design to Cost and Supply Chain Cost Modelling to maximize savings and efficiency. Serve as the subject-matter expert on procurement, supply chain, and contract management, advising executive leadership and the Board on strategic initiatives and risk mitigation. Lead logistics excellence across warehousing, customs clearance, transportation, inventory control, and asset disposal, integrating financial and accounting insights to preserve and enhance asset value. Own end-to-end contract lifecycle management, including drafting, negotiation, administration, and compliance, ensuring legal robustness and risk mitigation in alignment with regulatory standards. Drive operational performance by delivering on savings targets, managing PR/PO turnaround times, and overseeing supplier performance and relationship management. Establish and maintain a robust supply market risk management framework through regular spend analysis, enabling proactive diversification and risk reduction. Ensure compliance with GDPR and other regulatory requirements through a well-governed master data management system. Identify, develop, and nurture high-potential talent, creating clear career progression paths to build future leadership capacity within the function. Foster a high-performance culture grounded in Telecel’s values, ethics, and commitment to operational integrity. Requirements Requirements: First Degree in Procurement & Supply Chain Management with a minimum of 10 years of experience, OR a Commercial or Engineering Degree with at least 15 years of experience, including 5 years in executive-level procurement and supply chain management. Professional qualification in Procurement/Supply Chain Management (e.g., MCIPS) with a minimum of 5 years of post-qualification experience in a procurement role. Master’s degree in Finance, Accounting, Procurement & Supply Chain Management, Project Management, Telecoms, or Materials Engineering is highly desirable. Demonstrated experience in telecommunications or technology-driven organizations is a strong advantage. Proficiency in Oracle ERP or other financial and supply chain management systems. Professional certifications such as ACCA, CIMA, ICA, or CPA are considered a plus. Exceptional business acumen with the ability to translate complex data into actionable strategic insights. Proven track record in driving cost savings, contract compliance, risk mitigation, and team development.
