Project Infrastructure Development | DP World – Rail & Inland Terminals

1. POSITION PURPOSE

The Sr. Executive – Civil will be responsible for planning, feasibility, design coordination, estimation, tendering, execution, quality, HSE, cost control and timely completion of civil infrastructure projects across DP World’s Rail Terminals, GCTs, PFTs, CFS/ICDs, Ports, warehouses, yards and other logistics infrastructure.

The incumbent will act as the Civil Technical In-charge for assigned projects and will coordinate with DP World functions, Indian Railways, DFCCIL, government/statutory authorities, consultants/PMCs, contractors and other stakeholders to ensure projects are delivered safely, within approved scope, budget, quality standards and agreed timelines.

2. KEY RESPONSIBILITIES

A. Project Planning, Feasibility & Estimation

• Plan new civil infrastructure projects in line with business requirements, approved plans and Capex priorities.

• Conduct technical site surveys and feasibility assessments, including levels, dimensions, areas, existing infrastructure, site constraints and constructability.

• Prepare detailed BOQs, quantity estimates, cost estimates and capital budget proposals for civil works.

• Develop project execution schedules using Milestone/Bar/PERT charts, establish critical activities and monitor adherence to approved timelines.

• Identify project risks, bottlenecks, interfaces and resource requirements and initiate timely corrective actions.

B. Design & Technical Management

• Review and coordinate civil/structural designs, drawings, specifications, BOQs and technical documentation.

• Develop/modify drawings for smaller works and coordinate with architects, structural designers and draftsmen for detailed drawings.

• Ensure designs comply with applicable Civil Engineering standards, Railway codes, specifications and best engineering practices.

• Coordinate design interfaces with Railway Track, OHE, S&T, Electrical, Mechanical, Fire & Safety, drainage and utilities.

• Ensure timely availability and compliance of approved drawings, schedules and technical documents at site.

• Maintain proper control of design revisions, technical records, test reports and engineering documentation.

C. Tendering, Procurement & Contractor Finalisation

• Prepare/review NIT/ITB, Scope of Work, BOQ, technical specifications, estimates and tender documents for civil works.

• Coordinate with Procurement/CPT for tendering through appropriate open/limited tender or other approved procurement processes.

• Participate in pre-bid meetings, site visits, technical clarifications and bid opening/evaluation activities.

• Conduct technical evaluation of EPC contractors, civil contractors, consultants and relevant equipment/vendors against specified requirements.

• Identify technical deviations, resolve clarifications and provide technical recommendations for contractor/agency finalisation.

• Ensure timely award of works and mobilisation of contractors.

D. Project Execution & Contractor/PMC Management

• Act as the Civil Technical In-charge and supervise/monitor ongoing civil works across assigned terminals/locations.

• Ensure execution as per approved drawings, BOQ, specifications, schedules, methodology and contractual requirements.

• Conduct regular site visits and review meetings with Site Engineers/Supervisors, consultants, contractors and other stakeholders.

• Identify delays, bottlenecks and technical issues and drive corrective actions for timely completion.

• Coordinate with other DP World departments for all civil-related interfaces and requirements.

• Resolve technical problems arising during execution and escalate critical issues affecting Safety, Quality, Cost or Schedule.

• Monitor existing infrastructure and maintenance requirements, including Railway tracks and associated civil works, where applicable.

E. Quality, Measurement & Contract Control

• Establish and implement appropriate quality assurance, inspection, testing and material control procedures for civil works.

• Ensure materials and workmanship comply with approved specifications, applicable codes and recognised engineering standards.

• Review test results, inspection records, NCRs and quality documentation and ensure timely closure.

• Verify BOQ quantities, measurements, work completion and contractor bills.

• Monitor deviations, additional/substituted items and variations and ensure timely technical justification and approval as per contract/governance requirements.

• Maintain effective control over scope, cost, quantity and potential claims/cost leakage.

F. Railway, Government & Statutory Coordination

• Maintain working knowledge of applicable Indian Railways/DFCCIL codes, manuals, circulars, specifications and procedures.

• Coordinate with Railway Engineering, Operating, Commercial, S&T, Electrical and other departments for project and maintenance requirements.

• Liaise with Railway/government officials during construction, inspections, commissioning and approvals.

• Ensure compliance with Railway requirements relating to land, track works, maintenance, inspection, Railway charges and other applicable statutory/technical matters.

• Maintain records of relevant Railway circulars, specifications, applicable rates and technical information required for project execution.

G. Project Monitoring, Reporting & Documentation

• Maintain project dashboards covering physical/financial progress, schedule, procurement, quality, HSE, risks, approvals, variations and critical issues.

• Prepare weekly/monthly project progress reports, management presentations, PPTs, MOMs and action trackers.

• Conduct regular review meetings with internal teams, consultants and contractors and ensure timely closure of action points.

• Maintain complete and up-to-date engineering/project records including designs, drawings, BOQs, schedules, test reports, measurements, approvals, contracts, variations, Railway correspondence and completion documents.

• Ensure preparation of as-built drawings, completion certificates, asset records and final handover documentation.

H. HSE & Compliance

• Ensure strict compliance with DP World, Indian Railways/DFCCIL and statutory HSE requirements.

• Ensure contractors follow approved method statements, risk assessments, work permits and safety procedures.

• Ensure safe execution in operational railway/terminal environments, near OHE/live systems and heavy equipment.

• Promote Zero Harm / Zero Incident culture and immediately escalate unsafe conditions, incidents and near misses.

• Ensure environmental and statutory requirements are complied with during project execution.

I. Infrastructure & Railway Track Management

• Support development and maintenance of Railway sidings/tracks, yards, container yards, roads, heavy-duty pavements, drainage, buildings, warehouses, bridges, culverts, utilities, STP and other terminal infrastructure.

• Coordinate with site technical teams for Railway track inspection, maintenance and related civil works.

• Monitor track-related works and coordinate with Railway officials for required inspections, approvals and maintenance activities.

• Support infrastructure improvement, refurbishment and preventive maintenance planning.

J. Project Governance & Business Support

• Support preparation of AFE/Capex proposals, business cases, budgets and project justifications.

• Coordinate with Finance/Procurement and site teams for timely processing of PR/PO and project-related commercial documentation through applicable systems.

• Ensure proper project governance and compliance with DP World procedures.

• Support manpower planning, capability development and succession planning for reporting/team roles.

• Supervise/coordinate multiple projects and civil works across assigned terminals and locations.

3. QUALIFICATION & EXPERIENCE

Education

• B.E./B.Tech in Civil Engineering – Mandatory.

• M.Tech/MBA/Project Management qualification will be an advantage.

Experience

• 05–10 years of relevant experience in civil infrastructure/project development and execution.

• Proven experience in feasibility, estimation, design, tendering, contractor management and end-to-end project delivery.

• Strong preference for experience in:

  • Indian Railways / DFCCIL / Railway sidings & yards

  • GCT/PFT / Rail Terminals

  • Ports / CFS / ICDs

  • Logistics / Industrial Infrastructure

  • Heavy-duty pavements / Container yards

  • Bridges / Structures / Buildings

  • Large-scale brownfield infrastructure projects

• Experience in managing contractors, consultants/PMCs and government/statutory authorities is preferred.

6. IDEAL CANDIDATE PROFILE

A hands-on Civil Project Manager/Engineer capable of independently managing projects from feasibility and technical survey through design, estimation, tendering, execution, commissioning and final handover.

The candidate should have strong capability beyond routine site supervision, with demonstrated experience in civil infrastructure development, project planning, BOQ/costing, design coordination, tendering, contractor management, quality control, Railway/statutory coordination, variation management and project close-out.

Preferred profile: Candidates with strong exposure to Indian Railways/DFCCIL, Railway terminals/sidings, GCT/PFT, Ports, CFS/ICDs, logistics/industrial infrastructure and large brownfield projects.
