The City of Topeka is seeking an experienced financial professional to serve as its Budget Manager. This position plays a vital role in shaping the City’s financial future by translating community priorities and organizational goals into strategic, responsible financial plans. The Budget Manager is responsible for preparing the City’s operating budget, Capital Improvement Budget (CIB), and Capital Improvement Plan (CIP) in accordance with all applicable laws, codes, and policies as well as Generally Accepted Accounting Principles (GAAP).
Additionally, the Budget Manager is responsible for the preparation and monitoring of the City’s operating and capital budgets, five-year financial forecasts, quarterly financial reports, monthly budget and performance measure tracking, and other budgetary reports as required.
Responsibilities

- →Oversee the full budget lifecycle process, including planning, preparation, distribution and presentation.
- →Assist department directors in planning and business development related to the annual budget and CIP processes.
- →Participate in and provide necessary insight, analysis, and calculations for bargaining unit negotiations.
- →Attend City Council meetings and serve as the subject matter expert on budgetary and CIP related items as needed.
- Has the ability to exercise sound judgment and maintain confidentiality.
- Is highly organized, with the ability to plan, coordinate and prioritize multiple tasks.
- Has excellent communication skills with the ability to communicate complex financial information clearly and effectively.
- Is knowledgeable regarding the principles, practices, laws and techniques of financial management, modern accounting, and revenue and debt management.
Requirements
~1 min read- Bachelor’s degree from an accredited college or university in accounting, economics, finance, public or business administration or a related field is preferred.
- With a bachelor’s degree, three years of technical experience in public management, budgeting, or finance is required. -OR-
- Without a bachelor’s degree, a high school diploma or its equivalent is required with seven years of technical experience in public management, budgeting, or finance.
- Demonstrated supervisory experience is highly preferred.
- Experience in local government is preferred.
