Key Responsibilities: A. Human Resources Management Develop and implement HR policies and procedures in line with labor laws and Bank of Tanzania requirements. Manage the full employee lifecycle: recruitment, onboarding, development, performance management, and exit. Coordinate manpower planning in line with the Bank’s strategic plan. Maintain employee records and HR information systems. B. Recruitment & Talent Acquisition Coordinate recruitment processes in collaboration with management and recruitment firms. Prepare job descriptions and job specifications. Conduct interviews and support selection of suitable candidates. Ensure timely onboarding and induction of new staff. C. Performance Management & Staff Development Implement performance appraisal systems and monitor staff performance. Identify training needs and coordinate staff training programs. Support career development and succession planning initiatives. Promote a high-performance culture within the Bank. D. Payroll & Staff Benefits Administration Oversee payroll processing ensuring accuracy and compliance with statutory requirements (PAYE, NSSF, WCF, SDL, etc.). Administer staff benefits including allowances, medical, insurance, and other benefits. Ensure timely remittance of statutory deductions. E. Employee Relations & Discipline Manage employee relations, grievances, and disciplinary processes. Ensure compliance with Tanzanian labor laws and internal HR policies. Promote a positive work environment and staff engagement. F. Administration & Office Management Oversee office administration including facilities, utilities, security, transport, and office supplies. Manage service providers (cleaning, security, maintenance, etc.). Ensure a safe and conducive working environment. Oversee asset management and office logistics. G. Policy, Compliance & Governance Ensure compliance with labor laws, Bank of Tanzania regulations, and internal policies. Maintain HR-related documentation for audit and regulatory review. Support internal and external audits relating to HR and administration. H. Health, Safety & Welfare Implement workplace health and safety standards. Ensure staff welfare programs are in place and functioning effectively. I. Reporting Prepare HR reports (headcount, turnover, training, payroll analysis, etc.). Provide management with insights on HR metrics and workforce trends. Key Performance Indicators (KPIs): Time to fill vacancies Staff turnover rate Employee performance ratings Compliance with statutory requirements Payroll accuracy and timeliness Staff satisfaction and engagement levels Cost control on administrative expenses Requirements Qualifications & Experience: Bachelor’s degree in Human Resources, Business Administration, or related field Professional HR certification (e.g., HR Certification, CPSP, or equivalent) is an added advantage Minimum 5 years of HR experience, with at least 2 years in a managerial role Experience in banking or financial institutions is highly preferred
