Strategic office context:
To contribute to the goal of maintaining sound system of financial internal controls ensuring effective and efficient use of resources and safeguarding of UNICEF assets through accurate and timely financial reporting to external and internal stakeholders.
Purpose for the job:
The purpose of the role of the Finance Officer is to contribute to the maintenance of robust financial internal controls, ensuring effective and efficient use of resources and safeguarding of UNICEF assets through accurate and timely financial reporting to external and internal stakeholders.
- Financial Analysis and Monitoring:
- Review and analyze the financial activities of the assigned financial processes, and provide second level support and training to internal customers and participate in capacity building activities on these processes. The assigned processes include but are not limited to: Cash; Cash Transfers to Implementing Partners; Cash Transfers to Beneficiaries, Inventory; Receivables and Payables including inter-agency transactions; Goods Receipt/Invoice Receipt; Value Added Tax and Other Taxes; and Unapplied Receipts
- Identify and monitor trends, variances, ratios and any process or system gaps that require attention.
- Oversee and monitor compliance with UNICEF’s rules, regulations, policies, procedures, and guidelines ensuring that offices have access to and are familiar with the relevant documentation.
- Perform periodic processing/closing activities which includes year-end accounts closure in advance of the preparation of UNICEF’s financial statements and the annual interim and final external audits.
- Oversight of office compliance:
- Report on and escalate significant findings from financial analysis to the DFAM Senior Management Team via the AMU P4 Finance Manager, Regional Office, Country Office Senior Management Team or Office of Internal Audit and Investigations, as appropriate.
- Provide strategic guidance to stakeholders on complex cases that require decisions outside of the first level support provided by country offices, regional offices and/or GSSC Customer Care.
- Reporting – for the assigned financial processes (as per 1a):
- Produce timely and informative reports, schedules, and analysis both on regular and ad hoc basis for action by offices and management decision-making.
- Provide data, schedules and analysis for input into DFAM/FRGM’s quarterly financial reports, UNICEF’s annual financial statements and other corporate and UN reports as required.
- Maintain dashboards and other reports that are used to report on the assigned financial processes.
- Preparation and Maintenance of UNICEF Policies and Procedures:
- Draft timely updates to UNICEF’s Regulatory Framework Documents (RFDs)
- Regularly review and update the accounting manual chapters for assigned financial processes (as per 1a)
- Provide detailed instructions to internal stakeholders based on policies, procedures and guidance established in UNICEF’s RFDs, accounting manual chapters and IPSAS policy position papers.
- Identify and provide feedback and recommendation to management related to improvements to systems, dashboards, reports and UNICEF’s policies, procedures, and processes.
- Systems:
- As instructed, engage in user acceptance testing of ERP and other system developments and training of internal stakeholders during the roll out phase of system developments.
- Perform other duties to support the P3 Finance Specialist, the AMU P4 Finance Manager and the FRAM team, as required and provide back-up to the P3 Finance Specialist during absences.

- Education: Bachelor or equivalent (First Level University Degree) in Finance,Accounting,Business, Qualified accountant (accredited membership of CA, CPA or equivalent) OR Currently completing professional accounting qualification plus recent experience with the functions in the JD is required and any other related fields.
- Work Experience: At least 2 years of relevant work experience in Financial Management, accounting, financial analysis and monitoring, or financial auditing, with a preference for not for profit sector experience
Experience in applying International Financial Reporting Standards (IFRS) or International Public Sector Accounting Standards (IPSAS), Experience working with enterprise resource management (ERP) systems for financial processing and reporting. - Skills: Advanced Excel, data analytics, attention to detail, data into business, interpret trends, identify risk.
- Language Requirements: Proficiency in English is required.

- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Experience with SAP ECC or S/4 HANA and working in the UN system or humanitarian sector is considered an asset. Chartered accountant certification is an advantage.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
