The consultant will develop a Resource Mobilization and Ministerial Partnership Plan

The consultant will undertake the following tasks:
• Develop a Resource Mobilization Strategy to support the Ministry’s youth and gender priorities, including empowerment programmes, skills development, GBV prevention, AI and innovation, and community livelihood initiatives.
• Develop of the Ministerial Partnership Plan and facilitate establishment of a Ministerial Partnership Fund to facilitate the ministry’s resource mobilization efforts and pool financial and in-kind contributions from various partners including private sector, development partners, and philanthropic entities for flagship programmes.

Requirements

Advanced degree in Public Policy, Social Sciences Management, Sustainable Development or related field.

  • Minimum 10 years of experience in programme management, partnerships, and fundraising.
  • Proven track record in resource mobilization with bilateral/multilateral donors, private sector, and foundations.
  • Strong expertise in programme design, M&E, and technical support.
  • ▪Demonstrated ability to manage multi stakeholder partnerships and convene collaborative platforms.
  • Experience in gender and youth mainstreaming is highly desirable.
  • Proven record of engaging with line ministries and working with senior government officials is highly desirable

Requirements

  • Fluency is English and Setswana is required
  • Demonstrated expertise in developing resource mobilization strategies and actionable plans for government/public sector institutions, including identification of financing gaps and funding opportunities.
  • Proven ability to design and manage multi-stakeholder partnership frameworks and engagement plans (development partners, private sector, foundations/philanthropy), including due diligence and risk considerations.
  • Strong facilitation, consultation and relationship-management skills, with experience engaging senior management and convening diverse stakeholders to build consensus and validate strategic documents.
  • Excellent analytical and writing skills, including development of concept notes/investment cases, donor-ready proposals and high-quality reports and presentations.
