Project Overview

Catholic Relief Services (CRS), in partnership with Caritas Cuba, is implementing a multi-sector emergency response to support vulnerable households across Cuba. The project focuses on delivering essential assistance in food security, water, sanitation and hygiene (WASH), and basic shelter and non-food items (NFIs). The program prioritizes households with the greatest needs and is delivered through local Caritas structures to ensure effective, community-based implementation. Activities include food distributions, hygiene support, and targeted shelter improvements in select areas.

 

The project emphasizes efficient delivery, accountability to participants, and practical monitoring approaches adapted to the local context. Through this effort, CRS and Caritas aim to help households meet immediate needs while strengthening the capacity to deliver timely and well-coordinated assistance.

 

The Finance Officer Sr supports the effective implementation overall financial management systems, policies, and procedures for humanitarian response programming in Cuba in alignment with CRS accounting standards, Generally Accepted Accounting Principles (GAAP), donor regulations, and local legal requirements. The Finance Officer Sr is responsible for consolidating program financial processes, including transaction reviews, account analysis, compliance monitoring, and financial reporting, to ensure strong stewardship of resources across all projects. The incumbent will provide contribute to strengthening internal controls and improving program wide financial efficiency and accuracy.

 

Roles and Key Responsibilities

  • Review and validate supporting documentation before financial transactions are processed to ensure all required documents are accurate, complete and properly approved/authorized. 
  • Ensure set up and maintenance of all data required for processing financial transactions for assigned accounts in financial accounting systems.
  • Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
  • Monitor disbursement and receipt schedules, alert relevant staff of due payments or liquidations, and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management.
  • Evaluate and monitor subrecipient financial management processes in accordance with policy . Contribute to strengthening the capacity of partners in financial accounting and transactions.
  • Prepare various, periodic and ad hoc financial reports. Perform variance analysis to assist with decision-making and proper management of financial resources.
  • Provide information to subrecipients and staff on financial accounting policies and procedural compliance issues and contribute to capacity strengthening.
  • Perform assigned treasury (e.g., cash payment and receipt, cash forecast, etc.) duties.

 

Basic Qualifications 

  • Bachelor’s degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
  • Minimum of 2 years' experience in a position with similar responsibilities 

 

Preferred Qualifications 

  • Experience in an international or local NGO, or a financial/banking institution.
  • Knowledge of financial reporting software.
  • Knowledge of the relevant public donors’ regulations.
  • Experience in Latin America and the Caribbean is highly desirable.

 

Knowledge, Skills and Abilities  

  • Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. 
  • Excellent analytical skills with ability to detect and report inconsistencies
  • Ability to produce work accurately and completely with a high level of attention to detail.
  • Ability to act and conduct oneself in accordance with recognized professional and organizational codes of ethics.
  • Proactive, resourceful, solutions oriented and results-oriented mindset.
  • Ability to work collaboratively.

 

Required Languages: Fluency in English and Spanish required. 

 

Travel: Must be willing and able to travel up to 30%.
