The Program Delivery COE Lead is responsible for the operation of the IT Center of Excellence and enterprise capability development programs that improve delivery consistency, technical effectiveness, and organizational maturity. This role connects delivery practices, talent development, and continuous improvement so that teams have the methods, skills, tools, and support needed to execute effectively.
This lead is responsible for defining how the IT organization develops core capabilities across project delivery, agile and hybrid ways of working, and technical execution. The role establishes scalable standards, frameworks, learning pathways, communities of practice, and knowledge-sharing mechanisms that strengthen both individual capability and organizational performance. It also ensures the COE serves as an enablement function, not just a control point, by helping teams adopt practical approaches that improve outcomes.

Responsibilities
~1 min read- →Building and scaling a world-class program delivery capability that serves as an enterprise enabler for growth, efficiency, and innovation
- →Designing and maintaining standards, frameworks, templates, playbooks, and guidance for project, program, product, and service delivery
- →Establishing competency models, role profiles, learning journeys, and career development pathways across IT delivery roles
- →Partnering with senior IT and business leaders to assess maturity, identify gaps, and prioritize capability-building investments
- →Developing and overseeing communities of practice, coaching, mentoring, onboarding, and knowledge management programs
- →Supporting adoption of agile, predictive, and hybrid delivery approaches in a way that fits the organization’s operating model
- →Defining success measures for capability adoption, maturity improvement, delivery consistency, and organizational readiness
- →Driving continuous improvement across methods, tools, reporting practices, and lessons-learned processes
Requirements
~1 min read- Undergraduate Degree in Business Administration, Information Technology, Engineering, or a related field
- 12+ years of Program and Project Management and Delivery experience
- Proven experience building enterprise standards, delivery frameworks, and COE functions
- Demonstrated success building scalable frameworks, learning programs, and enterprise enablement structures.
- Experience with developing, coaching, and mentoring program and project managers across all levels of experience
- Advanced understanding of delivery methodologies (e.g., Agile, Hybrid, Waterfall) and when to execute each methodology
- Certification in project management (PMP, Scrum Master, etc.)
- Certification in process improvement (LEAN/Six Sigma) preferred
- Ability to influence across all levels of the organization, building relationships at all levels.
- Strong ability to collaborate across all levels and foster alignment across diverse teams and geographies
- Exceptional communication and interpersonal skills, with the ability to build trust, inspire collaboration, and navigate cultural and geographic diversity
- Experience navigating a global organization
- This role is in the office 5 days per week with the potential for domestic/international travel upwards of 25% annually
- Improved consistency and predictability of program and project delivery outcomes across IT
- Increased delivery capability and maturity organization-wide
- Established and engaged Community of Practice around program and project delivery across the enterprise
