The Design and Structural Manager safeguards the structural integrity, safety and buildability of the new Tashkent airport across all terminal, landside and airside facilities. The role reviews and approves structural design, analysis and detailing prepared by the EPC Contractor, ensures full compliance with Uzbek building codes, seismic design requirements and international structural standards, and coordinates structural interfaces with architecture, MEP and airport-systems disciplines throughout design development, the build phase and airport opening (2030).

Responsibilities

  • Review structural design packages, calculations, analysis models and detailing prepared by the EPC Contractor for compliance with the Employer's Requirements, Uzbek building codes and international structural design practice.
  • Control the governance process for structural design exceptions, waivers, value-engineering proposals and design changes, ensuring safety and long-term durability are never compromised.
  • Ensure all structural design accounts for local seismic conditions, soil and geotechnical characteristics, and applicable Uzbek and international seismic design codes.
  • Maintain oversight of geotechnical investigations, foundation design and ground-engineering solutions across the terminal, landside and airside facilities.
  • Coordinate structural design with architecture, MEP, baggage handling and airport-systems disciplines so structural solutions support the design identity and operational requirements without compromise.
  • Resolve structural interface and clash issues early with the EPC Contractor, PMC and design teams to protect programme and cost.
  • Review structural methodology, temporary works and construction sequencing proposals for buildability, safety and programme feasibility.
  • Oversee structural quality assurance during construction, including materials testing, inspection regimes and non-conformance resolution.
  • Identify structural risks early — including seismic, geotechnical, loading and durability risks — and drive timely resolution with the EPC Contractor and shareholder technical teams.
  • Uphold structural safety, resilience and whole-life performance standards consistent with a world-class international gateway airport.
  • Support the SPV design approval process by reviewing EPC and specialist contractor structural deliverables and providing technical recommendations.
  • Act as a credible technical partner to shareholder engineering teams, the PMC, and regulatory and certification bodies on structural matters.

Requirements

  • Bachelor's or Master's degree in Structural or Civil Engineering.
  • Chartered/Professional Engineer status (e.g. ICE, IStructE or equivalent) an advantage.
  • Minimum 12–15 years in structural engineering design and review, ideally on major aviation, transport or landmark public infrastructure projects.
  • Proven experience reviewing and approving EPC structural design packages on large, multi-stakeholder infrastructure projects.
  • Experience with seismic design, geotechnical coordination, and structural interfacing with architecture, MEP and specialist airport systems.
  • Strong technical judgement with the authority to uphold structural safety and quality under commercial and programme pressure.
  • Credible senior-stakeholder partner able to influence designers, contractors and shareholder technical teams.
  • Rigorous, detail-oriented reviewer of structural drawings, calculations and specifications; fluent English required, Russian or Uzbek an advantage.
  • Structural design fully compliant with Uzbek codes, seismic requirements and international standards, with no unresolved non-conformances at opening.
  • EPC structural design packages reviewed and approved to programme, supporting on-time delivery through build and opening.
  • Structural risk — including seismic and geotechnical risk — identified and resolved early, with no material impact on cost, programme or safety.
