IOM’s Approach to Protection promotes a coherent and accountable organizational role in safeguarding the rights of individuals across operational contexts, in line with the Inter-Agency Standing Committee definition8. Working with States as primary duty bearers, IOM programs aim at ensuring full respect for the rights of the individual in accordance with the letter and the spirit of relevant bodies of laws to ensure that individuals’ and communities (rights holders)’ exposure to risks of violence9 are reduced and addressed and that their rights are upheld and needs fulfilled. This approach is implemented through operational pillars – thematic guidance, direct assistance, convening and dialogue, advocacy and communication, training and capacity building and data, research and learning – guided by core commitment to protection mainstreaming, accountability, inclusion, sustainability, systemic change and effective partnership.
The IOM Mission in the Democratic Republic of Congo (DRC) seeks to appoint Migrant Protection caseworker who will operate under direct supervision of the Migrant Protection Officer and overall supervision of Migrant Protection Coordinator. The incumbent will be responsible in ensuring that migrant assistance is delivered safely, and dignified, based on the migrants’ free, prior, and informed consent. The program offers independent, needs-based post-arrival assistance at the request of countries of origin or receiving countries, always with the explicit consent of the migrants.

  1.   Conduct individual protection screening of migrants upon arrival, in line with standard institutional tools, identifying vulnerabilities and protection risks (including survivors of GBV and human trafficking, children at risk, including unaccompanied and separated, individuals with serious health condition and psychosocial support needs), documenting needs, and preparing individualized case plans.
  2.  Provide case management services and assistance: follow up on cases, ensure delivery of post arrival services, monitor progress, coordinate referrals to specialized services including legal, health, psychosocial, family tracing, GBV, child protection as needed, and ensure continuity of assistance.
  3. Assist in the implementation of safe and dignified post arrival assistance, ensuring privacy, confidentiality, and informed consent; support with documentation and coordination with relevant authorities (e.g. consular, migration, local government).
  4. Support communication with beneficiaries: explain available assistance, ensure clear, culturally, age and linguistically appropriate messaging.
  5. Maintain accurate data collection and case notes in IOM’s case management systems (such as MiMOSA or other approved tools), ensuring data protection and confidentiality standards are met.
  6.  Coordinate with Migrant Protection Officer and other operational staff (health, psyhosocial, logistics) to ensure service provision is timely and that operational constraints or gaps are identified and escalated.
  7.  At request of Migrant Protection Officer, Migrant Protection Coordinator, participate in protection coordination forums at local level; collaborate with partners (NGOs, UN agencies, government) to enhance referral networks and services.
  8. Assist in preparing reports, summaries, outcomes of case work, and contribute to protection assessments, lessons learned and  monitoring of protection related project indicators as required by programme.
  9. Carry out duty travel as required for field visits, monitoring of services or partner organization sites.
  10. Perform other duties as may be assigned by the Migrant Protection Coordinator, or Migrant Protection Officer
