ECMU Forensic Systems Analyst (Operations & Policy Analyst 1)Job Description:
If this opportunity aligns with your strengths, background, and commitment to fostering inclusivity, we encourage you to apply! At the Oregon Health Authority (OHA), we value diversity and encourage applicants from all backgrounds and experiences to help us build a stronger, more equitable future for all.
Oregon Health Authority (OHA) is home to most of the state's publicly supported health programs including Residential and Extended Care Management Team (ECMU), which collaborates with the Oregon State Hospital (OSH) to eliminate systemic barriers and challenges, increasing timely discharges of patients. ECMU leads and monitors the discharge planning between social workers, treatment providers, and other internal and external partners. This assertive multi-agency strategy aims to create bed capacity through addressing and monitoring the utilization of effective and appropriate level of care treatment within the mental health residential system.
In this position, you will help ensure people involved in the criminal legal system receive timely and appropriate behavioral health services. You will gather and track information from Oregon State Hospital and community partners to monitor individuals who are ready for transition and prepare regular updates for leadership. In this role, you will maintain data systems, coordinate meetings, document key decisions, and support clear communication across teams. You will also contribute to efforts that reduce delays, strengthen discharge processes, and improve how services are delivered statewide. By supporting policy development and highlighting system challenges, you will help advance OHA’s broader goals for a more equitable and efficient behavioral health continuum.
