DEFTEC delivers mission-critical solutions through skillfully delivered services and innovative products. We are inspired by our clients' critical missions and driven to provide the most effective solutions to execute their missions, operational challenges, and requirements. Our dedicated, experienced, and talented employees work closely with our clients to ensure the delivery of exceptional services and products.

Position Overview:

The Financial Analyst provides functional support to the Finance Branch Chief with the administration of financial assistance management for check refund processing in support of the Tuition Assistance (TA) program. The analyst accepts, tracks, and catalogs incoming refund and recoupment checks from Academic Institutions, researches the reason for each refund, and verifies that the refund information is correct. Using ArmyIgnitED and its Admin portal, the analyst checks for recoupments or recoupment waivers that prevent refunds from processing, validates invoice information, and verifies the original payment method and line(s) of accounting so that each refund is matched to the correct fiscal year and Army Component. The analyst also prepares written research and recommendations for government review and processes the government refund lead's decisions. Checks that cannot be processed are returned to the Academic Institution, while those that can be processed are prepared with DD1131 forms and sent to higher headquarters for deposit and processing. Throughout, the analyst documents and files records in TEAMS, adds counseling notes to Soldiers' ArmyIgnitED records, and provides recommended process and SOP improvements to the government Program Manager. The position requires an associate's degree or 60 semester hours and a minimum of two years of relevant experience in these functional areas.

Job Responsibilities:

  • Provide functional support to the Finance Branch Chief with administration of financial assistance management for check refund processing in support of the Tuition Assistance (TA) program
  • Accept refunds received from Academic Institutions
  • Track and catalog all incoming refund and recoupment checks, recording each TA refund check, Credentialing Assistance (CA) refund check, and recoupment check on the appropriate Government-designated tracker within three business days of receipt, with complete and accurate entries
  • Research the reason for each refund and verify the refund information is correct
  • Review ArmyIgnitED to determine whether Academic Institutions have created or submitted refunds in the AI Portal, and check for recoupments or recoupment waivers that prevent refunds from being processed
  • Annotate per Standard Operating Procedures (SOPs) and provide spreadsheets to the government lead for removals or adjustments needed in ArmyIgnitED, so refunds can be received and processed and checks don't become stale
  • Run standard, downloadable reports from the ArmyIgnitED Admin portal as required to validate invoice information
  • Verify the original payment method and associated line(s) of accounting for each refund transaction
  • Process refunds to the original payment method and match each refund to the correct fiscal year and Army Component identified in the source documentation and transaction records
  • Distribute flagged refunds to contract staff and formally notify the Government Program Manager of any issues requiring Government intervention, per Army policy guidance, no later than three business days after the flag is placed
  • Provide written research and recommendations to the subject matter expert no later than seven business days after completion, with justification included in the refund check tracker
  • Submit written action recommendations to the appropriate government employee no later than 25 calendar days after receipt of refund check(s)
  • Process the government refund lead's decision (reject/return or accept) no later than five business days
  • Create a memo for government signature and return checks to the appropriate Academic Institution when checks cannot be processed
  • Prepare the ArmyIgnitED system-generated DD1131 form and receive it in ArmyIgnitED per SOP when checks can be processed, verifying correctness, ensuring applicable payment information is printed, and entering manual information when necessary
  • Upload DD1131 forms to TEAMS for the government refund lead's signature and track them through the process no later than three business days after receipt of the refund check
  • Prepare received and processed refund checks for mailing to higher headquarters for depositing and processing
  • Add counseling notes to the Soldier's ArmyIgnitED record, including pertinent information such as Tuition Assistance Request (TAR) number, course number, refund amount, check number, received date, and grade updates if necessary
  • Document files in TEAMS and catalog the process per Army policy guidance
  • File completed documents in TEAMS using standard invoice/refund check naming conventions per SOP
  • Receive recommended actions to improve refund operations and processes, and recommended SOP/guideline changes, from the government Program Manager, and provide updates if needed no later than the first Wednesday of each month, including findings and recommended changes in the MSR
