It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

The Planning, Evaluation, and Performance Lead serves as the Division of Aging’s primary expert in data analysis, program evaluation, and performance measurement to support statewide aging programs. This position transforms complex data into clear, actionable insights that inform decisions for Older Americans Act services, the Multisector Plan for Aging, and other aging initiatives. Key Duties Include:
- Lead the design and implementation of performance measures, evaluation frameworks, and reporting systems for statewide aging programs.

- Maintain and enhance federal reporting systems, including data processes associated with the Older Americans Act Performance System.

- Develop and manage dashboards, visualization tools, and other data infrastructure to support continuous quality improvement.

- Review and interpret data to produce clear recommendations, reports, and presentations for leadership and partners.

- Coordinate evaluation activities that support the Multisector Plan for Aging by tracking indicators, assessing progress, and identifying system‑level improvement needs.

- Collaborate with Area Agencies on Aging and external partners to ensure data accuracy, consistent reporting, and effective information sharing.

- Guide internal teams on performance management methodologies and provide technical expertise in evaluation and data analysis.

- Support strategic decision‑making by interpreting outcomes and emerging trends within statewide aging programs.
