Job Duties

The Virginia Department of Education (VDOE) is recruiting for a Director of Early Childhood Provider Services to set the statewide strategic direction for and implementation of provider service delivery, compliance, recruitment, and policy within Virginia’s publicly funded early childhood system.

The role leads teams focused on provider management, partnerships, and compliance using data to guide continuous improvement, organizational design, and operational performance.

The Director of Early Childhood Provider Services will be expected to perform the following duties:

  • Set the multi-year strategic vision, goals, and priorities for OECPPS in alignment with Division, agency, and statewide ECCE priorities, in direct partnership with Division leadership.
  • Direct the use of quantitative and qualitative data — provider satisfaction, application throughput, compliance trends, and regional supply — to continuously refine Office strategy, organizational structure, and performance expectations.
  • Set strategic direction for provider case management supports, focused on sustaining supply (application processing, provider data management, general technical assistance, attendance and payment support, payment and systems inquiries, shared inbox/hotline infrastructure), supporting leads to execute and continuously improve these functions.
  • Set strategy for provider partnerships and supply-building (individualized application and technical assistance, facilitated trainings, warm hand-offs, targeted recruitment), and use regional performance data to effectively allocate staff resources and close service gaps.
  • Direct the development of data-informed, early-warning monitoring tools and dashboards to proactively identify systemic risk, compliance gaps, and fraud trends, and allocate resources and technical assistance accordingly.
  • Serve as a strategic advisor to Division and agency leadership on the impact of state and federal law, regulation, and policy change on publicly-funded ECCE providers, using data and impact modeling to inform recommendations.

Minimum Qualifications

  • Extensive knowledge of Virginia's early childhood care and education (ECCE) systems, including state and federal regulations, CCDF requirements, and publicly funded programs.
  • Knowledge of compliance and monitoring frameworks for licensed and unlicensed child care providers, including health and safety requirements, enforcement policies, and fraud prevention strategies required.
  • Knowledge of data collection, analysis, and reporting methodologies to inform policy, operations, and statewide strategic initiatives.
  • Experience engaging in strategic planning, organizational design, and performance management for multi-functional teams required.
  • Experience developing and implementing multi-year strategic visions, goals, and performance metrics aligned with agency and statewide priorities.
  • Skill in designing and governing standard operating procedures and managing complex service delivery systems.
  • Ability to lead statewide strategies for provider supply-building, case management, payment systems, and communications, ensuring accessibility and language access.
  • Ability to translate policy requirements and provider feedback into operational improvements and strategic recommendations.

Additional Considerations

  • Experience supporting providers in Virginia's Child Care Subsidy Program strongly preferred.
  • Bachelor's degree or commensurate experience is preferred; Master's degree in psychology, education, public policy, human services or a similar field preferred.
