Dexian Government Solutions is recruiting for a Developer to remotely support our EPA ICIS contract in Washington, D.C.
Location: Fulltime Remote
Position Summary:
Dexian Government Solutions is seeking an Intermediate Developer to support modernization, enhancement, and maintenance of the Environmental Protection Agency's (EPA) Integrated Compliance Information System (ICIS).

Candidates with demonstrated legacy application modernization experience are strongly preferred. Prior federal government contracting experience is beneficial but is not required.
Position Requirements:

- Upgrade and maintain Spring, Struts, and associated Java application libraries.
- Support application compatibility with Oracle WebLogic upgrades.
- Analyze, troubleshoot, and refactor legacy application code to improve maintainability, performance, and security.
- Identify, extract, and document existing business rules embedded within the ICIS codebase.
- Support Electronic Data Transfer (EDT) refactoring, including error handling, validation, and parallel processing.
- Develop, maintain, and troubleshoot APIs, web services, and XML/JSON integrations.
- Implement approved application enhancements and resolve defects, including National Pollutant Discharge Elimination System (NPDES) Phase II requirements.
- Support SQL/database updates and application compatibility testing.
- Perform unit, integration, regression, and automated testing.
- Support maintenance, upgrades, and modernization of SAP Business Objects, including report development, universes, and integration with ICIS data sources.
- Assist with evaluating and implementing reporting solutions, including potential migration from Business Objects to Metabase.
- Document code changes, technical specifications, and release activities using Jira, Confluence, and version control tools.
- Collaborate with senior engineers, developers, subject matter experts, and EPA stakeholders.
Required Qualifications:
- 3-5 years of professional application development experience.
- Strong hands-on Java/J2EE programming experience.
- Practical experience developing, modifying, debugging, and maintaining enterprise Java applications.
- Experience with Spring, Struts, or comparable Java frameworks.
- Experience troubleshooting application compatibility issues and managing software dependencies.
- Working knowledge of SQL and relational databases.
- Experience with REST APIs, XML, JSON, and web services.
- Experience with SAP Business Objects (BO/BI), including Web Intelligence, report development, universe design, and SQL-based reporting.
- Familiarity with Business Objects upgrades or migration to alternative business intelligence platforms.
- Experience with Git or comparable source code management tools.
- Familiarity with Agile development, software testing, and defect resolution.
- Ability to independently execute assigned development tasks with guidance from senior technical personnel.
Preferred Qualifications:
- Demonstrated experience modernizing legacy Java applications.
- Experience with Java version migrations or major framework upgrades.
- Experience with Oracle WebLogic, Oracle databases, or PL/SQL.
- Experience with electronic data exchange, batch processing, or system integration.
- Familiarity with automated testing tools, including SAHI.
- Experience extracting and documenting application business rules.
- Familiarity with application vulnerability remediation and Section 508 accessibility.
- Prior EPA or federal government application support experience.
Education:
- Bachelor's degree in Computer Science, Information Technology, or a related field, or equivalent relevant experience.
