Job Summary:

The Agency Compliance Manager provides operational leadership for the agency’s enterprise compliance program, including governance, policy management, investigations, monitoring, corrective action, training, reporting, audit coordination, and technology-enabled compliance processes. This position supervises assigned staff and serves as a key advisor to the Chief Compliance Officer by identifying emerging compliance risks, recommending program enhancements, and advancing a culture of integrity, accountability, and ethical decision-making across the agency.

Major duties and responsibilities include but are not limited to:
• Enterprise compliance program leadership, work planning, and staff management. Maintain the Compliance Program Plan and annual compliance work plan; translate CCO and Compliance Committee direction into priorities, deliverables, assignments, and measurable outcomes; and maintain an enterprise-level view of significant compliance obligations, emerging compliance risks, program gaps, and priorities. Oversee workloads and quality; supervise, coach, and evaluate assigned staff; ensure appropriate delegation; identify resource and capacity needs; and elevate material risks, trade-offs, or barriers to the CCO.
• Policies, procedures, standards, and compliance controls. Direct the development, review cycle, maintenance, publication, and operationalization of the Code of Conduct, compliance policies, procedures, standard work, and related controls. Coordinate regulatory research and interpretation with OGC, program leadership, and subject-matter experts; oversee policy life cycle controls, documentation, approvals, acknowledgments, exceptions, and implementation follow-up; and verify that written requirements remain aligned with actual operational practices.
• Effective reporting channels, compliance concerns, investigations, escalation, and corrective action. Oversee accessible and confidential reporting channels and the end-to-end compliance concern life cycle, including intake, logging, triage, assignment, review or investigation, documentation, disposition recommendations, corrective or preventive actions, follow-up, and closure. Establish and administer consistent escalation, decision-routing, and status-reporting protocols; provide timely, appropriate updates to the CCO and other authorized leaders or governance bodies; maintain complete, defensible case records; coordinate appropriate referrals; and promptly elevate high-risk, sensitive, legally significant, executive-level, or reputational matters to the CCO.
• Risk-based compliance monitoring, enterprise compliance risk, and audit coordination. Partner with business owners to identify, assess, and prioritize enterprise compliance risks; support the development of appropriate mitigation strategies; and monitor mitigation progress and effectiveness. Coordinate periodic compliance risk assessment inputs; develop and oversee risk-based monitoring and review activities; evaluate controls and remediation effectiveness; identify trends and systemic weaknesses; and elevate material compliance risks, ineffective mitigation, or unresolved ownership to the CCO for appropriate escalation. Support external audits and regulatory reviews as assigned; coordinate Compliance Office responses and evidence; maintain visibility into findings and recommendations; and track corrective actions through validated closure. The position coordinates compliance monitoring and audit follow-up but does not replace independent assurance functions or operational ownership of remediation.
• Compliance training, education, communication, and culture. Direct the annual compliance training and education plan; identify training and awareness gaps based on compliance risks, concerns, audits, monitoring, corrective action, and regulatory changes; and ensure training is appropriately targeted to identified risks and audiences. Oversee general, targets, role-based, on-boarding, and remedial training; coordinate agency communications and awareness initiatives; evaluate training completion and effectiveness; and support Compliance Committee and divisional compliance liaison engagement.
• Metrics, reporting, program evaluation, and GRC enablement. Establish program measures and service expectations; monitor trends, aging, timeliness, closure, training, policy, monitoring, and corrective-action data; prepare reports for the CCO, Compliance Committee, and executive leadership; conduct or coordinate periodic program-effectiveness assessments; recommend improvement actions; and serve as Compliance Office business owner for relevant ServiceNow/GRC workflows, requirements, data quality, dashboards, access controls, and adoption.
