Job Duties

The Virginia Department of Behavioral Health and Developmental Services (DBHDS) seeks a visionary, collaborative, and results-oriented executive to serve as Deputy Commissioner of Quality Management. Reporting directly to the Chief Deputy Commissioner, this leader will help shape a safer, more accountable, and more effective system of behavioral health and developmental services across the Commonwealth.
This is an opportunity to lead at the intersection of clinical quality, public accountability, regulatory oversight, and innovation. The Deputy Commissioner provides executive leadership for a multidisciplinary portfolio encompassing enterprise quality management, clinical quality oversight, provider and organizational risk management, licensing, human rights, regulatory affairs, policy and compliance, and enterprise data analytics and visualization.
The successful candidate will turn complex performance and risk information into meaningful action; establish clear expectations for senior leaders; strengthen coordination across programs; and drive measurable improvements in quality, safety, rights protections, and service outcomes. As a member of the DBHDS Executive Leadership Team, the Deputy Commissioner advises the Commissioner and Chief Deputy Commissioner, engages governmental and community partners, and champions a culture of evidence-informed decision-making and continuous improvement.
The position provides executive oversight through designated senior leaders for risk and provider management; licensing, human rights and regulatory affairs; clinical oversight, including mortality review and pharmacy; quality management, policy and compliance; and data analytics and visualization. Regulatory offices retain their applicable statutory and delegated decision-making authority. The Deputy Commissioner partners with the Office of Strategic Planning and Execution, which reports separately to the Chief Deputy Commissioner.

Minimum Qualifications

• Comprehensive knowledge of Commonwealth of Virginia government administration, public-sector management, and the organization, delivery, financing, and oversight of behavioral health, developmental services, and related health and human services systems.
• Considerable knowledge of applicable federal and state laws, regulations, policies, and oversight requirements governing behavioral health and developmental services, including provider licensing, human rights protections, regulatory compliance, and quality assurance.
• Considerable knowledge of enterprise quality management systems, clinical quality and patient safety, continuous quality improvement, provider oversight, regulatory affairs, organizational risk management, and compliance monitoring.
• Knowledge of data governance, enterprise analytics, performance measurement, key performance indicators, quality metrics, and data visualization tools used to evaluate organizational effectiveness, identify risks, and inform executive decision-making.
• Comprehensive knowledge of executive leadership principles, organizational development, strategic and operational management, workforce administration, performance management, financial stewardship, and organizational change management.
• Demonstrated ability to provide strategic direction and executive oversight to multiple complex and multidisciplinary offices through senior leaders and managers, establish organizational priorities, allocate resources, and ensure accountability for measurable results.
• Ability to exercise sound, independent executive judgment in evaluating complex, sensitive, and high-risk matters; assessing organizational and regulatory exposure; developing effective mitigation strategies and communicating significant concerns to executive leadership.
• Ability to evaluate clinical, regulatory, operational, and organizational performance information; identify trends and systemic issues; and translate findings into actionable recommendations, policies, and improvement initiatives.
• Demonstrated ability to lead enterprise-wide initiatives, coordinate cross-functional teams, manage competing priorities, and implement organizational and systemic improvements within a complex public-sector environment.
• Ability to establish and maintain effective working relationships with executive leadership, legislators, governmental agencies, regulatory and oversight entities, healthcare professionals, service providers, individuals receiving services, advocates, and other diverse stakeholders.
• Excellent executive-level written and verbal communication, strategic thinking, policy analysis, negotiation, conflict resolution, interpersonal, and relationship-building skills.
• Ability to represent the Department effectively in high-level governmental, legislative, regulatory, and interagency discussions; communicate complex and sensitive information; and provide sound recommendations to executive leadership.
• Demonstrated commitment to ethical leadership, public accountability, confidentiality, sound stewardship of public resources, person-centered services, and continuous organizational improvement.

Additional Considerations

• Executive leadership experience within a Commonwealth of Virginia agency or a large, multidisciplinary public-sector healthcare, behavioral health, developmental services, or human services organization.
• Experience providing executive oversight of multiple offices or programs involving clinical quality management, provider oversight, licensing, human rights, regulatory affairs, compliance, or enterprise risk management.
• Experience developing or implementing enterprise-wide quality management systems, regulatory improvement initiatives, organizational risk management programs, or data-driven performance improvement strategies.
• Experience working with federal and state oversight entities, legislative bodies, regulatory agencies, and other governmental stakeholders.
• Experience overseeing significant organizational budgets, contracts, and multidisciplinary senior leadership teams.
• Experience with Virginia's behavioral health and developmental services system, including Community Services Boards, state-operated facilities, provider oversight, and applicable federal oversight requirements.
• Relevant professional certification in healthcare quality, regulatory compliance, risk management, healthcare administration, or a related discipline.
