Lead the end-to-end development approval process for assigned capital projects, including zoning, rezoning, platting, site development, civil engineering review, building permits, and related municipal approvals.
Ensure projects comply with applicable zoning requirements, municipal codes, development standards, building and life-safety requirements, accessibility standards, and conditions of approval. Coordinate required revisions and maintain alignment between entitlements and project design.
Develop and maintain permitting and approval schedules; track critical milestones, review cycles, hearings, approvals, permit issuance, and construction start dates. Identify schedule risks and implement mitigation or recovery strategies.
Serve as the primary liaison with City departments and Authorities Having Jurisdiction (AHJs), coordinating reviews across Planning, Development Services, Public Works, Building Inspection, Fire, Transportation, utilities, and other regulatory agencies.
Review and coordinate civil, architectural, engineering, utility, and permit documents to ensure consistency with approved zoning, plats, development requirements, and municipal conditions. Facilitate resolution of agency and consultant review comments.
Manage coordination with water, sewer, electric, telecommunications, transportation, and other utility providers, including service requirements, easements, utility relocations, right-of-way requirements, drainage, and public infrastructure improvements.
Proactively identify permitting, entitlement, utility, engineering, and regulatory conflicts that could affect project scope, cost, or schedule. Lead resolution efforts, escalate critical issues, and coordinate mitigation strategies with project stakeholders.
Support projects through construction by coordinating with Program Management Firms, consultants, contractors, City inspectors, and regulatory agencies. Manage permitting-related field issues, inspections, right-of-way activities, utility work, and regulatory compliance.
Provide clear, consolidated guidance regarding municipal and regulatory requirements to project teams and leadership. Maintain permitting records, approval documentation, decision logs, milestone reporting, and executive-level status updates.
Manage regulatory closeout activities, including final inspections, Certificates of Occupancy, utility acceptance, permit closure, development agreement obligations, commissioning coordination, and final municipal approvals to support successful project turnover.

Required Bachelor’s Degree from an accredited university Bachelor's degree in Construction Management, Civil Engineering, Architecture, Urban Planning, Public Administration, or a related field
Preferred Licenses/Certifications ; PMP – Project Management Professional, CCM – Certified Construction Manager, PE – Professional Engineer, AICP – American Institute of Certified Planners, DBIA – Design-Build Institute of America, LEED Accredited Professional, OSHA 30-Hour Construction Safety Certification
Required 5 years of experience +Direct Minimum of 7 years of progressively responsible experience in one or more of the following:Construction management, Capital project delivery, Municipal development review, Land development, Permitting and entitlement management, Civil engineering coordination, Public-sector infrastructure projects ,Educational, civic, healthcare, or large commercial construction projects,
Demonstrated experience managing multiple concurrent capital projects.Experience working through multiple phases of project delivery, including planning, design, permitting, procurement, construction, commissioning, occupancy, and closeout.
Demonstrated experience coordinating with municipal departments, regulatory agencies, consultants, contractors, and utility providers.
Strong knowledge of zoning, subdivision, platting, development review, engineering plan review, and municipal permitting processes.
Knowledge of construction means and methods, sequencing, site logistics, and constructability.
Ability to review civil, architectural, structural, MEP, utility, and permit documents.
Working knowledge of building codes, life-safety requirements, ADA accessibility standards, municipal codes and ordinances, stormwater requirements, utility infrastructure, and right-of-way permitting.
Knowledge of public-sector capital project delivery and municipal development workflows.
Ability to evaluate project schedules, critical-path activities, regulatory milestones, and recovery strategies.
Strong project management, organization, documentation, and schedule-control skills.
Demonstrated ability to manage multiple projects, deadlines, agencies, consultants, and competing priorities simultaneously.
Strong analytical, problem-solving, negotiation, facilitation, and conflict-resolution skills.
Ability to interpret complex regulatory and technical requirements and communicate them clearly to technical and nontechnical audiences.
