POSITION: PREVENTION SERVICES PROGRAM MANAGER
CLASSIFICATION CODE: EXEMPT FULL TIME

REPORTS TO: ASSISTANT DIRECTOR OF PREVENTION SERVICES
STATEMENT OF JOB: This position provides program management to the Prevention Services Department. The Prevention Services department focuses on promoting and improving the health and wellness of all individuals residing on the Fort Apache Indian Reservation. The Program Manager is responsible for administrative oversight, staff development, planning, organization, meeting deliverables for grant funded programs and compliance with grant requirements. Works directly with Assistant Director of Prevention Services and grant team and other designated personnel to ensure accurate status of current and upcoming grants.
DUTIES AND RESPONSIBILITIES:
- Provide oversight for the Prevention Services staff members.
- Provide Prevention Services staff with direct and administrative supervision.
- Monthly review of staff KPI’s and documentation of data.
- Participate as needed in ABHS clinical staffing.
- Coordination of recruiting, on-boarding, and training new Prevention Services department staff.
- Develop and assist staff in the implementation of new Prevention Services programming.
- Provide backup coverage for Prevention Services staff members, including Assistant Director, for meetings, outreach, walk-ins, groups, etc.
- Participate in supervisory team collaboration with all staff.
- Lead staff in organizing, coordinating, and implementing events/activities.
- Facilitate training, workshops, and conferences.
- Creates needs assessments, logic model, strategic plans for grant funded programs.
- Complete data entry for grant funded programs in EHR system and Forms.
- Abide by all applicable policies, procedures, and program standards of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities.
- Ability to address a variety of diverse spiritual, emotional, and social needs in multiple environments of an often-high-risk population, using a trauma-informed care approach while maintaining a high degree of professionalism and cultural awareness.
- Possess the ability to work with a wide range of community members including children, adolescents, families, and adults.
- Collaborates with schools, tribal/community agencies, families, and other natural support systems to bring awareness to prevention programming. Develops a strong working relationship with school faculty, youth entities, social services, IHS, community stakeholders and grantors.
- Provides prevention services in the community to ensure community members obtain all benefits and services necessary to be successful in preventing substance use.
- Identifying evidence-based or emerging best practices, identifying needs and gaps in services.
- Develop, implement, and manage processes to ensure compliance with grant guidelines and deliverables.
- Collect data, run reports, and complete quarterly/annually grant reports. Evaluating the effectiveness of the programs.
- Creating and managing the budget for the Prevention Department and grant projects.
- Ensuring overall grant accomplishments are tracked and accomplished during the program year.
- Ensure efficient and effective communication with internal and external partners regarding grant requirements, performance measures, and reporting guidelines.
- Knowledge of grant application processes and reporting on grant deliverables.
- Creates job roles and duties for staff within the Prevention Services department.
- Ability to facilitate referral process to ensure continuity of care across programs at ABHS.
- Develop and implement in-service training for ABHS staff.
- Ability to maintain client records in accordance with HIPAA, AHCCCS, ABHS, Federal, State, Tribal, and local requirements.
- Maintain ethical policies and guidelines as outlined in accepted State ethics laws, rules, policies, and principles and as outlined in discipline-specific code of ethics.
- Maintains current knowledge of district, state and federal laws, regulations and policies affecting prevention. Also maintain current knowledge of substance use, health and wellness.
- Provide a positive role model to clients and staff through leadership, self-discipline, and genuine care for the treatment and recovery of clients. All clients and staff members must be treated with dignity and respect.
- Participation in all required ABHS training.
- Reports/attends work in timely manner. Must be reliable and communicate directly with supervisor in all matters of attendance.
- Performs other duties as assigned by supervisor.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree preferred, in a field related to behavioral health or has a bachelor’s degree and at least one year of full time behavioral health experience; or has an associate’s degree and at least two years of full time behavioral health work experience; or has a high school diploma or high school equivalency diploma and: 18 credit hours of post high school education in a field related to behavioral health completed no more than four years before the date the individual begins providing behavioral health services and two years of full time behavioral health work experience; or high school diploma or high school equivalency diploma and four years of full time behavioral health work experience. Experience in grant management, grant administration, and/or supervision of grant teams preferred.
- Excellent written and oral communication skills; ability to speak the Apache language preferred.
- Demonstrate critical thinking, problem-solving and organizational and time management skills with ability to work independently, with flexibility within prescribed deadlines.
- Strong interpersonal skills with an ability to work effectively with a wide range of people, teams, managers, supervisors.
- Must have a working knowledge of the needs, strengths, and services in the tribal community.
- MS Office proficiency and the ability to correctly operate a copier and fax machine.
- Valid Arizona Driver’s License and reliable transportation.
- Ability to pass all pre-employment testing, including, but not limited to, fingerprint clearance and background check.
