We are seeking a Senior Program Manager (Program Analyst, Sr.) to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Healthcare Engineering and Facilities Program (HEFP) under the Integrated Healthcare Technology (IHT 2.0) contract vehicle. In this role, you will serve as the Contractor's lead across assigned HEFP portfolio program areas, driving performance, compliance, and strategic execution in support of VA's mission to deliver world-class healthcare facilities and infrastructure for our nation's Veterans. You will partner directly with VA Contracting Officers (COs), Contracting Officer's Representatives (CORs), and senior VA leadership to ensure contract deliverables are met with excellence.
The ideal candidate is a decisive, organized, and collaborative leader who thrives in complex federal healthcare environments, can translate technical challenges into executive-ready communications, and has a demonstrated track record of managing large, multi-workstream portfolios within the VA or a comparable federal agency.
Responsibilities
~1 min read- →Serve as the Contractor's primary lead for all assigned HEFP portfolio program areas, formulating and enforcing work standards, assigning contractor schedules, and resolving work discrepancies to ensure consistent, high-quality delivery.
- →Supervise and mentor contractor personnel across assigned programs, including supporting the on-boarding of new contract staff and ensuring team members are aligned to contract requirements, VA policies, and performance expectations.
- →Lead senior management briefings and executive-level communications for VA leadership, presenting program status, risks, issues, and recommendations with clarity and professionalism as a recognized expert in VHA capital and/or project management.
- →Partner with the COR, technical representatives, and Contracting Officer to proactively address contract issues, facilitate risk identification and mitigation, and ensure overall contract performance within assigned program areas remains on schedule and within scope.
- →Track and manage project execution across the HEFP portfolio, leveraging Microsoft Office Suite and business intelligence/analytic tools to monitor milestones, report progress, and drive data-informed decision-making for facilities engineering and construction management programs.
- →Oversee performance management across large, complex capital project portfolios — including healthcare engineering, facilities engineering, and construction management efforts — ensuring compliance with federal contracting standards, VHA directives, and applicable regulatory requirements.
Requirements
~1 min read- Minimum 15 years of progressive program management experience with a BS degree (or 10 years with an MS degree; or 5 years of VA-specific program management experience combined with 10 years of total relevant experience) in a relevant medical, engineering, science, or federal contracting discipline.
- Bachelor of Science (BS) in a relevant medical, engineering, or science discipline required; Master of Science (MS) degree preferred and may substitute for up to 5 years of the experience requirement.
- Demonstrated experience working within the VA, VHA, or a comparable federal healthcare agency environment, with direct knowledge of VHA capital planning, facilities engineering, healthcare construction, or federal program management frameworks.
- Ability to obtain and maintain a VA Personal Identity Verification (PIV) credential and pass a VA background investigation; must meet all federal suitability requirements for access to VA facilities, systems, and sensitive program data.
- Must be authorized to work in the United States; this position does not offer visa sponsorship.
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Project) and experience with business intelligence and/or analytic tools used for portfolio tracking, reporting, and program performance management in a federal contracting context.
