Responsibilities
~2 min read- →Review and develop a thorough understanding of the workplans of U.S. DoS partners supporting the MNCH program, including RISE and CGPP, as well as NICU strengthening activities.
- →Work collaboratively with partners in the preparation and execution of the transition process.
- →Lead the transition of the Quality Improvement Collaborative (QIC) approach — including the National MNH QI Collaborative Guideline, clinical QI coaching processes, and related data review practices — from RISE to MoH ownership, ensuring MoH directorates and facility-level teams are equipped to sustain QIC activities independently.
- →Work alongside RISE's seconded staff to transition specific RISE outputs/products to MoH, with particular attention to QIC tools, guidelines, and coaching mechanisms.
- →Work with CGPP and other relevant stakeholders to document U.S. DoS support delivered to the MNCH program.
- →Support NICU strengthening activities in coordination with the Directorate of Clinical Health Services (Direktorat Pelayanan Kesehatan Klinis), as needed.
- →Support the RISE phase-out process in East Java, NTT, and West Java, consistent with RISE's district-level transition timeline.
- →Lead the strategic transition of lifesaving MNCH program activities to relevant MoH directorates, ensuring strong institutional capacity and program ownership through a responsible transition plan, including phased transfer of technical, managerial, and implementation responsibilities, and embedding quality improvement collaborative approaches within national systems.
- →Oversee documentation and knowledge transfer of MNCH activities, ensuring continuity of services and responsible transition to MoH counterparts.
- →Serve as the primary liaison between DoS, RISE, CGPP, MoH, and local government, ensuring effective communication and coordination on transition planning, milestone tracking, and handover of responsibilities.
- →Provide technical guidance to implementers on lifesaving MNCH activities, ensuring alignment with U.S. Government and MoH priorities and supporting gradual transfer of technical leadership to MoH counterparts.
- →Review and provide technical input on partner work plans, M&E frameworks, and key transition deliverables.
- →Analyze and interpret public health program data, including data related to NICU strengthening efforts, to track MNCH indicators, transition readiness indicators, and quality improvement performance measures.
- →Participate in and support biweekly routine meetings with partners (CGPP and RISE), contributing to briefings, data calls, and ad hoc analyses on transition progress.
- →Identify and address implementation challenges across partners, ensuring effective use of U.S. Government resources and achievement of program objectives.
- →Report regularly to U.S. DoS at the U.S. Embassy Jakarta on program status, transition progress, and any emerging issues requiring Embassy attention or guidance.
- Serve as a technical subject matter expert embedded within MoH, engaging with MoH counterparts, RISE, and CGPP, as well as stakeholders involved in NICU strengthening efforts, to advance the America First Global Health Strategy, focused on institutionalizing strong MNCH systems — including the Quality Improvement Collaborative approach — through a structured, multi-partner transition approach.
- Support joint work planning and oversight of MNCH interventions across implementing partners and MoH directorates, ensuring alignment of each partner's phased transition plan and monitoring of handover milestones.
- Attend meetings with the Government of Indonesia (GoI) and development partners, providing timely reports on transition progress, capacity transfer, and institutionalization of quality improvement approaches, including QIC and NICU strengthening efforts.
- Foster strong working relationships with GoI counterparts and all implementing partners to ensure shared ownership of the transition process and program outcomes.
- Submit a monthly activity report to the U.S. Embassy Jakarta ECON Health Unit by the 5th day of the following month, covering transition status across CGPP and RISE, as well as NICU strengthening and QIC transition activities.
- Submit weekly progress updates with key successes to the U.S. Embassy Jakarta ECON Health Unit and participate in weekly calls.
- Participate in biweekly routine meetings with CGPP and RISE alongside the Embassy point of contact.
Requirements
~2 min read- Medical degree (M.D. or equivalent bachelor's/first professional degree in Medicine) required, plus an advanced (graduate-level) degree in Public Health required.
- Additional certifications in knowledge management and monitoring and evaluation are an asset.
- Minimum of six (6) years of progressively responsible experience in public health programming, preferably with the U.S. government or other bilateral/multilateral organizations.
- Demonstrated hands-on experience with Quality Improvement Collaborative (QIC) methodologies in maternal and newborn health, including clinical QI coaching, facility-level data review, and QI guideline development, strongly required.
- Demonstrated experience working within or alongside host-government ministries (secondment experience strongly preferred), coordinating across multiple implementing partners simultaneously.
- Demonstrated expertise in the design, implementation, monitoring, and evaluation of MNCH programs, including transition planning.
- Strong knowledge of Indonesia's health sector, national health information systems, and M&E frameworks.
- Proven ability to analyze epidemiological data and translate findings into actionable program improvements.
- Strong proficiency in Excel or other spreadsheet software for data tracking, analysis, and reporting purposes required.
- Excellent written and verbal communication skills, with the ability to present complex information clearly to diverse audiences, including senior leadership and multiple implementing partners.
- Strong project management, analytical, and technical skills, with experience reviewing and providing feedback on technical documents and reports from multiple organizations.
- Ability to work independently within a host-government setting, manage multiple priorities on differing timelines, and adapt to changing circumstances.
- Exceptional interpersonal skills, including diplomacy, tact, and the ability to build consensus among multiple stakeholders and implementing partners.
- Experience mentoring and building capacity of local organizations, including government and civil society partners.
- Proficiency in Microsoft Office and web-based data management tools; ability to quickly learn new systems.
- Professional proficiency in spoken and written Bahasa Indonesia is required.
- Fluency in written and spoken English is required.
