The Deputy Director of Finance & Administration assists the Director in overseeing and managing all financial, administrative, and operational functions of the Department of Infrastructure and its divisions, including Capital Projects, Engineering, Water & Sewer, and Inspectional Services. The employee performs a wide range of professional, managerial, and technical duties to support departmental goals and ensure compliance with municipal policies and applicable state and federal regulations. The employee is required to perform all similar or related duties as assigned.

  • Assists the Director in planning, organizing, and directing financial and administrative operations of the department.
  • Supports development and management of the department’s annual operating and capital budgets.
  • Assists project managers through the procurement and contracting process, including scope development; coordination with the Department of Procurement & Contract Services; and purchase order, contract, and change order management.
  • Monitors departmental expenditures and revenues; prepares financial forecasts and recommends budget adjustments.
  • Oversees day-to-day financial operations, including accounting, payroll, procurement, and contract administration.
  • Assists with preparation and management of multi-year capital improvement plans.
  • Develops and maintains financial controls, reporting systems, and performance metrics.
  • Coordinates grant and loan applications; manages financial compliance and reporting requirements.
  • Assists in managing debt service schedules and coordinates with the Treasurer or Finance Department as needed.
  • Reviews and analyzes vendor contracts; conducts cost/benefit and financial impact analyses.
  • Oversees procurement processes and ensures compliance with applicable laws and policies.
  • Supervises administrative and financial staff; provides training and guidance on financial systems and procedures.
  • Participates in development and implementation of departmental policies, procedures,
  • and internal controls.
  • Prepares financial reports, presentations, and analyses for senior leadership and stakeholders.
  • Responds to requests for financial information, including public records requests.
  • Acts on behalf of the Director in their absence, as assigned.
  • Other duties as assigned by the Director of Finance & Administration or Director of IAM

Few physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. May also be some occasional lifting of objects such as office equipment and computer paper (up to 30 lbs.)

Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone, personal computer

and/or most other office equipment, including word processing, filing, and sorting of papers.

Visual demands require constantly reading documents for general understanding and analytical purposes.

Hours: Full-Time
Salary: $100,000-104,000 annualized, plus benefits.
