In this critical leadership role, you will help guide the fiscal and budgetary operations supporting Medicaid, SNAP, and other essential safety net programs, while managing the complexity of approximately $10 billion in state and federal funds annually.\r\n\r\n\r\n\r\nAs a key advisor to DSS executive leadership, the Office of Policy and Management, legislative staff, federal partners, and program leaders, you will turn complex financial data into clear insights that support sound decision-making. PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for assisting in the administration of the administrative programs and operations of the agency.\r\n
EXAMPLES OF DUTIES
\r\n Assists in� directing staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis;\r\n Assists in coordinating, planning and managing activities;\r\n Formulates program goals and objectives;\r\n Develops or assists in development of related policy;\r\n Reviews fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures;\r\n Evaluates staff;\r\n Directs or assists in the direction of budget management function;\r\n Maintains contacts with and acts as liaison to individuals� within and outside of state who might impact on program activities;\r\n Advises agency head regarding fiscal and administrative matters;\r\n Assists EDP experts in planning and implementation of financial aspects of EDP systems;\r\n Utilizes EDP systems for financial records, reports and analyses;\r\n Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n May direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping;\r\n In a facility or institution may ensure conformance with related standards of JCAH, OSHA, Environmental Protection and other regulatory agencies;\r\n May direct a program of internal and/or external audit;\r\n Performs related duties as required.\r\n \r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Considerable knowledge of\r\n \r\n and ability to apply management principles and practices;\r\n and ability to understand and apply relevant state and federal laws, statutes and regulations;\r\n principles and practices of public administration with special reference to governmental budget management and governmental accounting;\r\n \r\n \r\n Knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration;\r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n \r\n \r\n Considerable ability in preparation and analysis of financial and statistical reports;\r\n Ability to utilize EDP systems for financial management.\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administrative, payroll, purchasing, or other administrative functions) at least one (1) of which must be an accounting function.�\r\nNOTE: See addendum for descriptions of these fiscal/administrative functions.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been supervising professional level staff. \r\nNOTE: For state employees this experience is at the level of a Budget Specialist or Fiscal/Administrative Supervisor. \r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.\r\n
PREFERRED QUALIFICATIONS
\r\n Experience with Medicaid or other complex financial analysis, including expenditure analysis, forecasting, reimbursement, federal and state funding, impact of policy changes through legislation or regulation or other fiscal activities related to Medicaid.\r\n Experience analyzing pharmaceutical costs and trends, including drug utilization and expenditure analysis, forecasting the budget impact of new or high-cost drugs, pharmacy reimbursement, or drug rebate programs/340B drug pricing.\r\n Experience communicating and presenting complex financial or budget information to executive leadership, legislators, or other stakeholders through written reports, presentations, and recommendations to leadership and other stakeholders.\r\n Experience leading and developing finance and accounting staff, including assigning, reviewing and prioritizing work, providing technical guidance and feedback, and supporting professional growth.\r\n Experience building strong working relationships across organizations, collaborating with program, policy, or other non-finance teams to develop estimates or resolve issues.\r\n\r\n
