Join our team and shape your world in a workplace that empowers you to do your best work and build a meaningful career. In this role, you will contribute to shaping lives and communities across NSW, while shaping your own career. You will enjoy flexible work options, varied and impactful projects, and a vibrant, diverse team culture built on collaboration, inclusion and support. We are creating a workplace where everyone belongs and where you can balance work, life and wellbeing.

The Bays West Delivery Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart and well connected by the new Metro West line. Its vision is to build on the area’s natural cultural and industrial history to shape a vibrant neighbourhood combining new housing with public open space and opening access to the waterfront for the first time in more than 100 years.

As the Manager, Procurement and Contracts, you will lead the delivery and implementation of procurement and contract management practices across the Bays West Delivery Authority, helping strengthen organisational performance and deliver public value. You will provide internal leadership, coordination and operational support across procurement and contract management activity, working within departmental policies, systems and advice to achieve compliant, effective and value-for-money outcomes. You will implement and strengthen frameworks and practices that support business priorities, manage commercial and operational risk, and contribute to government objectives.

As BWDA’s internal lead for implementing procurement and contract management practices you will drive and support procurement activity and establish practical, consistent approaches to managing contracts across the organisation. You will lead procurement planning, sourcing, evaluations and negotiations, establish supply arrangements, and develop detailed contract management plans covering governance, KPIs, risk, performance, benefits and outcomes reporting. Working with internal stakeholders, departmental procurement teams, suppliers and service providers, you will monitor commercial arrangements, advise on variations, renewals, claims and disputes, and promote consistent, accountable and commercially sound practices.

  • Proven experience leading procurement and contract management in a complex, fast-paced environment, with a strong focus on compliant and value-for-money outcomes.
  • Strong knowledge of NSW Government procurement policies and processes, with demonstrated experience using relevant systems and applying departmental requirements to support compliant and effective procurement activity.
  • Demonstrated ability to develop and implement procurement strategies, plans, documentation and supply arrangements that respond to business needs and optimise service outcomes.
  • Strong commercial judgement and negotiation capability, with experience leading evaluations, supplier negotiations and complex procurement activities to deliver effective outcomes.
  • Proven ability to provide authoritative, practical advice and build procurement and contract management capability among internal stakeholders with diverse professional and disciplinary backgrounds.
  • Experience developing and executing contract management plans, including governance, KPIs, risk mitigation, supplier performance, benefits tracking and outcomes reporting.
  • Sound understanding of procurement governance, probity, risk and financial management requirements, with the ability to influence stakeholders and maintain accountability in a publicly scrutinised environment.
