The Pharmaceutical Market Access Manager is responsible for developing and executing market access strategies that support the timely, sustainable, and appropriate access of pharmaceutical products across relevant healthcare channels in the Philippines.
The role focuses on market access strategy, pricing and reimbursement, institutional and government access, healthcare policy, procurement, value communication, and launch readiness.
The position serves as a cross-functional partner in identifying access barriers, developing evidence-based value propositions, supporting pricing and reimbursement decisions, monitoring healthcare policy and market developments, and building professional relationships with relevant external stakeholders.
Key Responsibilities:
Market Access Strategy
- Develop annual and medium-term market access strategies aligned with business and portfolio objectives.
- Assess access barriers by product, therapeutic area, healthcare channel, customer segment, and geography.
- Develop market access plans for priority brands, new product launches, lifecycle extensions, and strategic portfolio initiatives.
- Maintain market access roadmaps, milestones, priorities, and success measures.
- Develop recommendations in response to changes in pricing, reimbursement, procurement, healthcare policy, and market conditions.
Pricing, Reimbursement & Value Strategy
- Lead or coordinate pricing strategy development based on market, competitor, customer, affordability, and product-value considerations.
- Conduct price benchmarking and access/affordability assessments.
- Assess the impact of discounts, tenders, contracts, reimbursement rules, and procurement mechanisms.
- Support reimbursement, formulary, and access submissions using relevant clinical, economic, utilization, and value information.
- Develop product value propositions and stakeholder-specific value messages in collaboration with Medical and Commercial teams.
- Work with Finance to evaluate pricing, access, volume, margin, and profitability trade-offs.
Government & Institutional Access
- Develop and maintain stakeholder maps covering government agencies, public and private healthcare institutions, procurement organizations, hospital groups, healthcare financing stakeholders, and other access decision-makers.
- Build and maintain professional relationships with relevant external stakeholders in accordance with company policies and ethical standards.
- Understand institutional decision-making, procurement requirements, formularies, reimbursement mechanisms, and healthcare access pathways.
- Identify opportunities to improve product inclusion, availability, utilization, affordability, and continuity of access.
- Support institutional and government account strategies through access intelligence and evidence-based recommendations.
Healthcare Policy & Market Intelligence
- Monitor developments in Philippine healthcare policy, reimbursement, procurement, pricing, public health programs, and other factors affecting pharmaceutical market access.
- Assess the potential business impact of policy and market developments and provide management with timely recommendations.
- Maintain market access intelligence, dashboards, and reports.
- Participate in relevant industry forums, professional associations, and approved stakeholder discussions.
- Coordinate with Regulatory, Legal/Compliance, and Medical teams when policy or regulatory developments require formal interpretation or response.
Evidence & Health Economics
- Identify evidence gaps that may affect reimbursement, formulary inclusion, institutional adoption, or product access.
- Partner with Medical, Regulatory, and external experts on evidence-generation initiatives.
- Support health economics, budget-impact, outcomes, and real-world evidence projects where relevant.
- Translate technical and clinical evidence into clear, stakeholder-relevant value propositions and business cases.
New Product Launch & Market Access
- Integrate market access requirements into new product and launch planning.
- Develop access assumptions, risks, milestones, stakeholder engagement plans, and launch-readiness requirements.
- Support assessments covering pricing, reimbursement, institutional listing, procurement, and other access requirements.
- Coordinate with Commercial and Supply Chain teams to align access expectations with product availability and demand planning.
- Track access milestones and escalate critical barriers or delays.
Cross-Functional Collaboration
- Partner closely with Commercial, Marketing, Medical Affairs, Regulatory Affairs, Finance, Supply Chain, Legal/Compliance, Customer Service, Corporate Affairs, and other relevant functions.
- Provide market access input into brand plans, forecasts, business reviews, investment cases, and strategic decisions.
- Translate market access intelligence into actionable recommendations for commercial and account teams.
- Prepare executive presentations, access proposals, stakeholder briefs, business cases, and decision papers.
Compliance & Governance
- Ensure market access activities comply with applicable Philippine laws, regulations, industry codes, company policies, and approved procedures.
- Maintain appropriate documentation and audit trails for material access activities.
- Identify and escalate material access, compliance, pricing, financial, or reputational risks.
- Develop market access tools, playbooks, templates, and working guidelines to support consistent execution.
Qualifications:
- Bachelor's degree in Pharmacy, Medicine, Nursing, Public Health, Life Sciences, Business, Economics, Health Economics, or a related field.
- 5–8 years of relevant experience in the pharmaceutical or healthcare industry, preferably in market access, pricing and reimbursement, institutional business, government affairs, commercial strategy, healthcare consulting, or a related function.
- Pharmaceutical industry experience is strongly preferred.
- Experience working with institutional, government, procurement, payer/healthcare financing, hospital, or other healthcare stakeholders is highly advantageous.
- Strong understanding of the Philippine pharmaceutical and healthcare environment, including healthcare systems, procurement, reimbursement, pricing, and market access dynamics.
- Demonstrated experience in market access strategy, pricing/reimbursement, healthcare landscape analysis, institutional or government access, value communication, and business-case development.
- Strong analytical, project management, stakeholder management, and executive communication skills.
- Ability to work effectively across Commercial, Marketing, Medical, Regulatory, Finance, Supply Chain, and other functions.
- Proficiency in Microsoft Excel and PowerPoint and relevant analytics/reporting tools.
