The Project Development Manager is responsible for overseeing the full project development lifecycle, ensuring the successful planning, evaluation, implementation, and delivery of residential, mixed-use, commercial, or property development projects. The role drives project viability, profitability, and timely execution by leading cross-functional teams and coordinating with internal departments, government agencies, consultants, contractors, and external stakeholders.
The position plays a critical role in identifying development opportunities, conducting feasibility studies, securing approvals and permits, managing project launches, monitoring project performance, and ensuring smooth project turnover while achieving financial, operational, and customer satisfaction objectives.
Key Responsibilities:
1. Land Acquisition and Site Evaluation
  • Identify and evaluate potential land acquisition opportunities aligned with the company's strategic growth objectives.
  • Conduct preliminary market assessments, site analysis, and development potential studies.
  • Coordinate financial, technical, legal, and regulatory due diligence activities.
  • Prepare business cases, acquisition recommendations, and investment presentations for management approval.
  • Collaborate with legal, finance, and technical teams during negotiations and acquisition processes.
  • Assess risks, development constraints, zoning requirements, and regulatory considerations.
2. Project Feasibility and Development Planning
  • Lead project conceptualization from acquisition through development planning.
  • Conduct market research and competitive analysis to determine product positioning and pricing strategies.
  • Develop project feasibility studies covering financial, technical, operational, and market aspects.
  • Establish project development timelines, milestones, budgets, and implementation plans.
  • Evaluate project profitability through financial modeling, cash flow projections, and return-on-investment analyses.
  • Recommend project concepts, product mixes, and development strategies that maximize project value and profitability.
3. Project Design and Development Management
  • Manage the preparation and completion of project designs from concept to final construction drawings.
  • Coordinate with architects, engineers, consultants, and technical teams throughout the design development process.
  • Ensure designs comply with regulatory requirements, industry standards, and project objectives.
  • Review design proposals, value engineering recommendations, and cost optimization initiatives.
  • Facilitate design coordination meetings and monitor design deliverables against schedules.
4. Permits, Licensing, and Regulatory Compliance
  • Oversee the application, processing, and approval of all permits, licenses, and regulatory requirements necessary for project implementation.
  • Coordinate with government agencies, local authorities, and regulatory bodies.
  • Ensure compliance with environmental, zoning, building code, and land use requirements.
  • Monitor permit timelines and proactively address issues that may affect project schedules.
5. Project Launch and Commercialization
  • Collaborate closely with Sales and Marketing teams during project planning and launch preparation.
  • Provide project information, market insights, and product specifications required for marketing campaigns and sales activities.
  • Participate in product positioning, pricing reviews, and launch strategies.
  • Ensure project readiness prior to market launch and commercial rollout.
6. Project Execution and Performance Monitoring
  • Monitor project implementation to ensure achievement of approved timelines, quality standards, budgets, and profitability targets.
  • Track project performance against approved business plans and financial objectives.
  • Evaluate project progress through regular reviews, reporting, and stakeholder updates.
  • Identify project risks and implement corrective actions when deviations occur.
  • Coordinate with construction, operations, finance, and commercial teams to ensure alignment and project success.
  • Drive continuous improvement initiatives throughout project execution.
7. Project Turnover and Delivery
  • Oversee the successful turnover of completed units, common areas, and facilities.
  • Coordinate with construction, property management, customer service, and operations teams to ensure smooth handover processes.
  • Resolve project-related concerns during turnover and post-completion stages.
  • Monitor punch list completion and project close-out activities.
  • Ensure project deliverables meet quality standards and customer expectations.
8. Budget and Financial Management
  • Develop, manage, and monitor project budgets throughout the project lifecycle.
  • Analyze project financial performance, cash flows, and profitability metrics.
  • Review development costs and recommend measures to improve financial performance.
  • Ensure projects remain within approved budgets while maintaining quality and schedule requirements.
  • Prepare periodic financial and project performance reports for management.
9. Leadership and Stakeholder Management
  • Lead, coach, and develop Project Development Associates and supporting project personnel.
  • Foster collaboration among internal departments and external stakeholders.
  • Facilitate project meetings, progress reviews, and management presentations.
  • Build and maintain strong relationships with consultants, contractors, government agencies, and business partners.
  • Promote accountability, teamwork, and high-performance project execution.
Qualifications:
Education
  • Bachelor's Degree in Civil Engineering, Architecture, Urban Planning, Business Management, Real Estate Management, Economics, or a related field.
  • Master's Degree is an advantage.
Experience
  • Minimum of 5 years of relevant experience in project development, real estate development, construction management, or related industries.
  • Proven experience handling projects from acquisition and feasibility stages through project completion and turnover.
  • Strong background in project financial analysis, feasibility studies, and business case preparation.
  • Experience working with cross-functional teams and managing multiple projects simultaneously.
