We’re seeking a Senior Financial Planning and Analysis (FP&A) Analyst to support JRC’s Finance team in a DOW federal government contracting environment. You’ll manage a team of 1-2 staff, and oversee pre-award pricing, project finance, and assist with division finance. This role will require expertise with FAR-based (e.g., cost plus, time and material, fixed price) vehicles and will support a variety of other complex pricing initiatives as needed. This role reports to the Director of Finance.
Responsibilities
~1 min read- Sustain JRC's project financial management capability: estimate-at-completion (EAC), revenue forecasting, variance and fee-optimization analysis. Review medium-to-high risk projects monthly and communicate with project managers.
- Review contract data (e.g., contract award and modifications) and coordinate with the contracts department the flow of information into Unanet — confirming accuracy of project accounting lines, funding values, and billing structures.
- Oversee the project subcontractor purchase order and requisition process. Coordinate with contracts department and project managers to ensure proper ERP setup (e.g., configuration, rates, projects) and cost controls.
- Develop internal pricing materials, external pricing matrix, and external cost volumes in accordance with contract terms. Multiple contract types, such as but not limited to: Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Time and Materials (T&M), Fixed Price (FP), IDIQ/BPA, GSA MAS, product pricing and software licensing.
- Coordinate with bid and proposal (B&P) team and program management to improve the probability of winning pursuits. Contribute to schedule management, competitive pricing (e.g., price-to-win, schedule optimization), maintaining pipeline accuracy in Unanet, and gate reviews.
- Support the annual operating plan and quarterly financial budget review (i.e., board meeting preparation) with the Director of Finance. Produce and communicate division-level P&L reporting to improve division VP’s presentation of financial information. Assist with indirect rate management and overhead department cost management.
- With support of the Finance Director, manage the annual December fiscal year closing process (e.g., system close, indirect rate calculation) in January.
- Coordinate with accounting and billings teams to ensure Unanet records are accurate.
- Serve as a subject matter expert for the GovCon ERP system (currently Unanet), and the interconnected financial system data feeds (e.g., Extract, Transform, Load [ETL] processes). Understand data flows from contracts, human relations and other sources, and sustain the ETL data feeds between systems. Senior software engineering expertise is available but best allocated elsewhere in the organization.
- Review financial reports for accuracy prepared by internal stakeholders and provide training to improve business acumen.
- Support finance department initiatives, such as finance transformation, documenting/updating SOPs, external reporting, new business requirements, financial systems and other initiatives.
Requirements
~1 min read- Bachelor's degree in Finance, Accounting, Economics, Business Administration, or a related field.
- 7+ years of progressive experience in project control, project finance, FP&A, or government contract pricing.
- 3+ years direct experience preparing Federal cost proposals.
- Demonstrated expertise and understanding of FAR, DCAA and DFARS cost principles, indirect rate structures, and the complex financial mechanics of cost-plus, T&M, and firm-fixed-price contracts.
- Subject Matter Expertise (SME) level capabilities with a government contractor ERP — Unanet, Deltek Costpoint, or equivalent.
- Advanced Excel financial modeling: complex formulas, pivot tables, INDEX/MATCH, large data sets. Ability to design, build, train, and sustain complex pricing models.
- Ability to communicate financial positions credibly, written and orally, to program managers and executives.
- Must be a U.S. Citizen, with the ability to obtain U.S. government secret-level clearance.
- Role operates as hybrid remote, with 3 days in person per week at JRC HQ DC
- National security engineering and semiconductor market
- Active or recently held Secret clearance (within the last 24 months). Ability to obtain Top Secret clearance.
- Unanet ERP experience
- Demonstrated AI fluency
- Experience designing and maintaining financial system data connections through APIs and ETL processes
- Masters of Business Administration (MBA), Project Management Professional (PMP) or Certified Public Accountant (CPA)
